  • 12:00 pm Friday Contract Length 12 months Occupational Group Professional Non Faculty Position Type R Regular Categorically Funded Yes # of Positions 1 DESCRIPTION BENEFITS JOB SUMMARY We have an exciting opportunity for a School Certifying Official, Veteran Affairs position located at our campus in San Jacinto, CA.
Under the general direction of the Director of Student Services, the School Certifying Official (SCO) performs day to day services and activities of the Veterans Resource Center (VRC); counsel students concerning their eligibility for various Veteran Affairs (VA) educational assistance programs and interprets federal, state, and institutional regulations. The School Certifying Official is also responsible for completing the certification process for veterans and eligible dependents. disseminates information to academic counselors and administrative staff as well as providing information about applying for funds from other financial aid resources at the College; As well as assist with services related to tutorial assistance and work study benefits in accordance with federal, state, and institutional guidelines.
CONDITIONS OF EMPLOYMENT
This position serves District-Wide; applicants may be assigned to any district facility. Work hours and worksite locations are subject to change depending on department needs. A six-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the district. DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. Support and assist with all aspects of services and activities of Veterans Services and the VRC district-wide capacity Enforce VA policies and procedures to ensure compliance with federal, state, and college regulations Certify all military benefits and the educational plans of students accurately to assure receipt of benefits for applicable course work Evaluate and determine residency requirements. Amend certifications to reflect enrollment changes including course additions and drops Assist student with Cal Vet Fee Waiver completion in accordance with District, state and federal rules, regulations, policies, and procedures Communicate with academic advisors to assure accuracy of academic plans; advise students regarding VA funded and non-funded courses in their education plan Maintain knowledge in VA policies and procedures that impact billing processes Process refunds to the Debt Management Center (DMC) Manage and process military documents through document management software OnBase Assign VA priority registration Assist students with establishing and meeting educational goals; review various documents to assure students meet College course, enrollment, major, degree, certificate, GPA, residency, program, and service requirements Participate in VA initiated audits regarding MSJC's billing/certification processes Serve as a technical resource to students, faculty, staff, and the public regarding veteran-related educational functions; respond to inquiries and provide detailed and technical information concerning related standards, requirements, practices, policies, and procedures Initiate and maintain positive relations with the Department of Veteran Affairs, VA Vocational Rehabilitation Counselors, and Veteran staff on campus Refer students to campus departments or community organizations for assistance as appropriate Maintain up-to-date knowledge of college rules, regulations, and guidelines applicable to assigned student services areas to assure compliance to the same Assist with events throughout the year that celebrate and thank the veterans at MSJC and within the community for their service Assist the department with on boarding documentation of students workers Assist with auditing Veterans educational files and related records to ensure accuracy and compliance with Federal and State regulations Assist with the Student Veterans Club on campus, as well as help to build and strengthen the overall veterans affiliated community
KNOWLEDGE, SKILLS, AND ABILITIES
The incumbent should possess knowledge of: VA educational benefits, guidelines, and qualifications necessary for eligibility Operations of an educational institution relative to tuition, registration, and admissions Enrollment and registration; local, state, and federal laws including VA Benefits Code of Federal regulations and policies related to veteran benefits, rights, and obligations; electronic certification reporting; college degree requirements; transcript evaluation process Appropriate forms and applications needed to apply for various types of veteran and other educational benefits VA and other applicable policies, procedures, and regulations; notify students of changes as needed; implement and report changes in student status and VA services The incumbent should possess skills in: Preparing a variety of reports related to departmental activities, including statistical analysis Evaluating assigned programmatic area for compliance with applicable regulations Conducting research to identify solutions, resolving problems, or providing information Working with diverse academic, cultural, and ethnic backgrounds of community college students and staff Organizing, setting priorities, and exercising sound independent judgment within areas of assigned responsibility Communicating clearly and effectively, both orally and in writing Preparing clear, concise, and accurate reports, correspondence, and other written materials The incumbent should possess the ability to: Complete VA School Certifying Official Training with the US Department of Veterans Affairs within the first six (6) months of employment Be proactive, take ownership of assigned responsibilities, work consistently to meet deadlines Investigate, analyze information, and draw conclusions, while thinking critically and using appropriate independent judgment Attend various Veterans meetings; participate in local and federal workshops and committees as assigned Interpret federal, state and college regulations governing the VA program Implement, and monitor policies, procedures, and workflow Maintain confidentiality of records and information Manage complex and sensitive issues Perform multi-tasks Maintain current knowledge of Federal, State, and local regulations concerning veterans' benefits, as well as numerous sections from the Ed. Code and Community College operations Experience providing quality customer service Working effectively as a team member Maintain certification as a school certifying official as approved by the U.S. Department of Veteran Affairs Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
QUALIFICATIONS AND REQUIREMENTS MINIMUM QUALIFICATIONS
Associate's degree (attach transcripts); AND Four (4) years of professional experience with veteran affairs/military services; AND Two (2) years of work experience in education (or a Veteran Service field); AND Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

SPECIAL CIRCUMSTANCES
Position requires some responsibility working evening, weekend, and extended hours during peak periods; overnight travel to attend veteran's related programs and other functions to promote the college and the VRC to the military affiliated, local, and regional veterans connected communities Possession of, or the ability to obtain within 60 days of hire, a valid California driver's license with a driving record acceptable to the district. Must maintain a driving record that meets District requirements set forth in the current policy as it relates to allowable types of infractions and points. Vision:
See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.
