Job Description

Seeking an experienced juvenile services administrator committed to juvenile justice reform to serve as the Juvenile Detention Superintendent at the Hartford Juvenile Residential Center. A seasoned professional will lead facility culture change, best practices implementation, staff support initiatives, and data-driven management to transform the detention center into a therapeutic residential center focused on youth and staff wellness.
Responsibilities of a superintendent include:
manage the staff and operations, including custody and security, food services, recreation, discharge planning, and transportation; oversee comprehensive contracted services for juveniles including education, medical and mental health treatment and evaluate program effectiveness; schedule, assign, oversee, review the daily work of staff engaged in providing safe and secure conditions for juveniles on a twenty-four hour a day basis; oversee substance abuse prevention programs; ensure that all programs comply with agency policies and procedures; develop and implement staff training programs; conduct performance evaluations; determine priorities and plan work; analyze and evaluate the accomplishment of program objectives; establish and maintain procedures; develop or make recommendations on the development of policies and standards; act as liaison with other operating units, agencies and outside officials regarding policies and procedures; prepare reports and correspondence; maintain twenty-four hour on-call responsibility for the center and assigned programs; may prepare or assist in budget preparation; oversee the procurement of equipment and supplies, the maintenance of records, and the collection of operating reports such as time and attendance, personnel transactions, fiscal expenditures, and statistical records; may assist in physically restraining juveniles as necessary; conduct onsite visits to assigned programs to support start up and to ensure ongoing contract compliance; and perform related duties as required.

CLASS DEFINITION
This class is accountable for managing the staff and operations of a residential juvenile detention center. In addition, incumbents may be responsible for overseeing residential contracted programs for juveniles.
SUPERVISION RECEIVED
Receives general direction from an employee of higher grade.
SUPERVISION EXERCISED
Directs staff, contractors and consultants.
EXAMPLES OF DUTIES
  • Manages the staff and operations, including custody and security, food services, recreation, discharge planning, and transportation;
  • Oversees comprehensive contracted services for juveniles including education, medical and mental health treatment and evaluates program effectiveness;

MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Considerable knowledge of the juvenile justice system; considerable knowledge of juvenile detention centers and their operation; considerable knowledge of custody, security, and control measures and of the techniques of maintaining discipline in a residential detention setting; considerable knowledge of child psychology and development; considerable knowledge of substance abuse treatment programs for children and available community-based resources; knowledge of relevant state and federal laws; knowledge of relevant agency policies and procedures; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; computer skills.
EXPERIENCE AND TRAINING
General Experience:
Nine years of experience in a juvenile detention setting or related work.
Special Experience:
Two years of the General Experience must have been in a supervisory capacity. For current employees this will be interpreted as two years of experience at or above the level of Juvenile Detention Deputy Superintendent.
Substitutions Allowed:
1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor's degree. 2) A Master's degree in a related field may be substituted for one additional year of the General Experience.
WORKING CONDITIONS
Incumbents may be exposed to some risk of injury from assaultive/abusive detainees; may be exposed to communicable diseases.
SPECIAL REQUIREMENT
1) A criminal record investigation will be conducted for all candidates. 2) Incumbents may be required to pass a physical examination.
