General Description The Business Administrator shall direct the church's business and administrative functions toward a goal of providing an effectively functioning support system for the ministry of the church, school and daycare by leading in organizing, evaluating, and controlling all financial management, personnel management, asset and facility management as well as any other duties as assigned by the Pastor and/or church. This position requires a commitment to and understanding of spiritual service to the church, school and daycare. It also requires an ability to supervise other positions, function as a team player, and work effectively alongside and as a support to the Pastor and Staff. From time to time, as deemed appropriate by the Pastor and Personnel Committee, this job description may be reviewed and/or changed to meet the needs of the church. Responsibilities I. Financial Management Development, implement, and maintain fiscal policies and procedures for the church, school and daycare as approved by the church and with the assistance of the Finance Committee.
Supervise the accounting functions of the church, school and daycare, including processing and counting receipts, funds deposits, giving records, accounts payable and bank reconciliation.
Work with ministry leaders and committees to plan and implement spending requirements in order to maximize ministry effectiveness.
Establish a systematic approach for all purchases made by the church, school and daycare, including a purchase order system and approval of invoices for payment.
Ensure that all budgeted disbursements are processed in accordance with approved financial policies and procedures.
Prepare and distribute budget request worksheets to church, school and daycare ministry leaders for submission of projected budget expenditures.
Prepare operating budgets for the church and school utilizing the budget request worksheets submitted by church and school ministry leaders.
Present budget after the beginning of the current year to the Pastor and Finance Committee for review.
Monitor income and expenses and in the event of a projected shortfall, recommend and implement spending adjustments.
Prepare financial reports for the church, school and daycare.
Provide monthly financial reports to the Finance Committee.
Present quarterly financial reports to the church.
Process and complete the semi-weekly, monthly, quarterly and annual payroll returns for payment of federal, state and local payroll taxes.
Reconcile annual payroll reports and generate source documents for preparation of annual employee wage reports (W-2's, 1099's). Complete and submit appropriate federal, state and local government agencies.
Supervise the tuition accounts and billing records, including monthly data entry and generation of billing statements for all student accounts for Rose Hill Christian School.
Ensure bi-annual internal audit is completed by the Finance Committee.
II. Personnel Managment Give general direction to the operation of the church office and supervise all secretarial and clerical staff.
Give general direction to the operation of the Rose Hill Christian Childcare Center.
Supervise and coordinate the work of the custodial staff.
In coordination with the Personnel Committee, ensure the development and implementation of current and accurate job descriptions for all staff positions.
In coordination with the Pastor, develop recommendations for staff salary adjustments and promotions based on job descriptions and job performance.
In coordination with the Pastor, Finance Committee, Personnel Committee and School Board, establish salary ranges and benefit plans for all staff.
Assist in hiring, performance development, and termination of employees as required.
Provide support to each staff member to maximize ministry effectiveness.
III. Human Resources Ensure compliance with all local, state and federal laws regarding employment practices.
Ensure that up-to-date personnel files are maintained on each employee.
IV. Asset and Facility Management In coordination with the Trustees, plan the maintenance and capital improvements program for the church, school and daycare facilities, obtaining competitive bids for necessary expenditures.
Oversee and provide for all custodial operations.
In coordination with the Trustees, provide for systematic facilities inspections to evaluate cleanliness, safety and maintenance issues.
In coordination with the Pastor, Trustees, and School Administration, implement procedures to provide for the maximum efficient usage of facilities and equipment for the church, school and daycare.
V. Cash Management Supervise the work of the Counting Committee in processing the weekly offerings count and deposit funds.
Monitor the church, school and daycare accounts and funds and setup and manage bank accounts in order to maximize interest earned and funds availability for the church, school and daycare.
Supervise the financial secretary for the Rose Hill Christian School.
VI. Miscellaneous Meet with and accompany all regulatory agencies during official inspection of facilities.
In coordination with appropriate committees or employees, work to answer and correct deficiencies noted in regulatory agency inspections reports.
Research, perpare and submit the Annual Church Profile to the Kentucky Baptist Convention and the Greenup Baptist Association detailing the annual statistics for all church ministries.
Assist in coordination, planning and evaluating the work of the church, school and daycare by participating in staff meetings, committee meetings and school board meetings as needed.
Receive and process all requests for benevolence assistance including coordinating perparation and distribution of Thanksgiving and Christmas baskets.
