Assistant Director of Pupil Services Functional Job Description Reports to: Director of Pupil Services The Assistant Director of Pupil Services assists the Director of Pupil Services in the leadership, administration, coordination, and supervision of the District's special education, Section 504, and related student support services programs. The position supports compliance with state and federal regulations, promotes inclusive practices and student-centered programming, and assists in ensuring that students receive appropriate services within the least restrictive environment Essential Duties and Performance Responsibilities This list of essential functions is not exhaustive and may be supplemented as necessary. The Assistant Director may perform all or a combination of several of the following duties: Budget & Fiscal Management 1.Assists in the preparation of a budget for special education. 2.Assists with fiscal management of all special services programs. 3.Oversees the data and process for Medicaid reimbursement. Compliance & Regulatory Oversight 1.Assists the Director of Pupil Services in ensuring that the district fulfills its obligations in compliance with federal and state regulations governing Special Education and Section 504. 2.Supports completion of DESE mandated compliance and data collection requirements. 3.Ensures IEPs are written to reflect best practice, meeting all regulatory and district standards. 4.Coordinates and oversees Section 504 processes including meetings, plans, and ongoing compliance monitoring. 5.Assists the Director of Pupil Services with preparations for any legal proceedings, including responses to due process hearings, mediations, and state complaints. Data, Records & Reporting 1.Assists the Director of Pupil Services in coordinating effective record-keeping systems, data collection, referral procedures, assessments, evaluations, reporting, and communications regarding students who may be or are eligible for special services. 2.Prepares reports and presentations as requested by the Director of Pupil Services. 3.Manages and oversees the district's special education information system (e.g., IEP software) to ensure data integrity and compliance. Out-of-District and Program Oversight 1.Serves as the out-of-district coordinator and provides required monitoring of out-of-district programs. 2.Assists the Director of Pupil Services in the supervision and development of specialized programs to provide a continuum of services. 3.Works with special education coordinators and building-based teams to develop and implement efficient, effective service delivery models reflecting best practice, including inclusive practices and ensuring that students are educated in the Least Restrictive Environment. Supervisory Responsibilities Assists in the supervision and evaluation of special education staff, coordinators, and related service providers as assigned Physical Demands The physical and environmental demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.   • Must be able to prepare and read documents and use a computer and other office equipment on a daily basis.
  • Must be able to communicate effectively and efficiently by telephone and in-person with administrators, staff and outside agencies.
  • Performing this position requires extended sitting, standing and use of a computer and other school office equipment. Ability to move freely about the building.
  • Extended concentration, excellent recall abilities and the ability to remain calm in stressful situations.
  • Ability to perform some job responsibilities outside of regular school hours, including attending school-sponsored activities, functions, and athletic events These capabilities are an important part of properly fulfilling the requirements of this position. Qualifications and Expectations Education and Experience
  • Master's degree or higher required
  • Minimum of five (5) years of successful teaching and administrative experience in public education
  • Experience in special education leadership, student services, Section 504 administration, or related areas preferred
  • Such alternatives to the above qualifications as deemed appropriate by the Superintendent of Schools Licensure and Professional Knowledge
  • Massachusetts DESE licensure as a Special Education Administrator and/or Principal/Assistant Principal required
  • Familiarity with Massachusetts General Laws Chapters 69 through 76 and other applicable federal and state laws governing public education
  • Broad working knowledge of federal and state laws and regulations related to special education, Section 504, student records, confidentiality, student services, and the Individuals with Disabilities Education Act (IDEA)
  • Knowledge of special education compliance requirements, program development, inclusive practices, and the Least Restrictive Environment (LRE) Leadership Competencies
  • Effective interpersonal and leadership skills, including experience facilitating collaborative decision-making and communication among diverse stakeholder groups
  • Ability to provide leadership and guidance in the development, implementation, and evaluation of student support services and special education programs
  • Ability to perform highly complex and responsible duties requiring sound judgment and independent decision-making
  • Ability to ensure compliance with applicable laws, regulations, collective bargaining agreements, and District policies
  • Ability to analyze data, monitor program effectiveness, and support continuous improvement efforts
  • Ability to collaborate effectively with administrators, educators, families, outside agencies, and community partners Professional Attributes

Compensation/Classification:
Compensation and terms of employment established and determined by the Regional School Committee upon recommendation of the Superintendent of Schools.
