QUALIFICATIONS:
Master or Doctoral Degree in Education or closely related field NJ Principal or Chief School Administrator Certification (CE or Standard) Minimum of 5 years of teaching in Special Education or Child Study Team experience Excellent interpersonal communication and organizational skills with demonstrated initiative, leadership and business ethics. Knwledge of guideline of NJ Preschool Training and Learning Standards. Must be fully familiar with Federal and State special education laws and caselaw related to the field of special education. Familiarity with school finance regulations and Federal and State grant requirements. Familiarity with educator and administrator evaluation requirements. Familiarity with NJ DOE requirements for school nurses. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. Pass mandatory pre-employment physical, including drug screening in accordance with

SUPERVISES
All Special Education services staff and regular staff regarding contacts with exceptional children.
JOB GOALS
To promote the identification and delivery of services to children who cannot sufficiently benefit from regular educational program and ensure compliance with all legal requirements governing such programs.
PERFORMANCE RESPONSIBILITIES
1. Oversees all special education services and programs ensuring compliance with all State and Federal laws and Department of Education procedures. 2. Observes and evaluates special education teachers and support staff. 3. Counsels regular classroom teachers concerning teaching practices and behavior management of exceptional children. 4. Ensures that all special education staff meet all mandated professional development requirements annually. 5. Plans Special Education Parent Advisory Group (SEPAG) meetings for parents of students in special needs programs. 6. Prepares a proposed annual budget for the Special Education Department for the Superintendent and Business Administrator consistent with district practices. 7. Responsible for long-range planning concerning enrollment projections and programs for special education programs. 8. Oversees and implements the District's Early Childhood Program. 9. In consultation with the Curriculum and Instruction Office, develops a full range of programs for Penns Grove-Carneys Point children. 10. Coordinates with the curriculum office to ensure effective implementation of programs for the at-risk population and early childhood. 11. Works collaboratively with Early Childhood Administrator to and be informed of developments affecting Early Childhood. Responsible for compiling and supplying data as required by the State Department of Education concerning special education. 12. Responsible for compiling and supplying data as required by the State Department of Education concerning special education. 13.Ensures the maintenance and confidentiality of all Child Study Team records consistent with applicable law. 14.Oversees the scheduling and coordination of all related services and service providers. 15. Completes all special education grant applications and reporting requirements in a timely and accurate manner and investigates other funding opportunities. 16. Assists in planning the district's professional development opportunities. 17. Provides information and supporting documentation as needed for State and Federal monitoring. 18. Designs and effectively implements NJ Multi-Tiered System of Support (MTSS) and Intervention & Referral Services (I&RS) consistent with NJ Department of Education guidelines and collaborates with the Principals to ensure effective implementation of both systems. 19. Advises the superintendent on issues affecting the district's special education program and other programs within the supervisory responsibilities of the Director of Special Services. 20. Assists in the special education data compilations for the Application for State School Aid (ASSA) on an annual basis. 21. Recommends the retention or dismissal of special education and remedial program staff members. 22. Collaborates with building administrators and the curriculum office in making teacher assignments based upon sound instructional planning. 23. Develops procedures for referral to the Child Study Team and the processing of such referrals. 24. Develops a list of outside consultants available to provide independent evaluations, interpreter services, psychiatric evaluations, etc. 25. Develops protocols for the delivery of consistent application of eligibility criteria to specific cases and consistent levels and quality of service throughout the district. 26. Establishes an effective Extended School Year program and consistent standards for eligibility to participate in the program. 27. Collaborates with building administration and the curriculum office to recruit, screen and recommend special education, CST, and related service staff members. 28. Continuously collects and evaluates data concerning the effectiveness of the Special Education program, curriculum, procedures and individual student needs and achievements and recommends improvements to the Superintendent and Board based upon data. 29. Maintains a current and accurate inventory of all special education instructional equipment, test kits, textbooks, supplies, etc., and supervises the care and use of such materials. 30. Participates in parent meetings as appropriate and attends all legal proceedings involving the department. 31. Oversees the student 504 process and works with the Human Resources Director to address staff requests for work accommodations consistent with Section 504 of the Rehabilitation Act of 1973 and related State and Federal laws. 32. Performs other duties and responsibilities as may be assigned by the superintendent of schools or his/her designee.

Performance of this job will be evaluated in accordance with provisions of the Board policy on Evaluation of Administrative Personnel by the Superintendent of Schools.
