Job Summary:
Under supervision of the Registrar of Deeds performs advanced and complex duties necessary for the recording, indexing and accessing of legal instruments affecting interest in real estate; to act as a primary reference resource on real estate document recording, indexing and accessing; and to do related work as required. Also, under general supervision the duties of Imaging Technician will operate and maintain the imaging system and perform related duties to image all records as required. All duties and responsibilities are performed under and subject to the review and direction of the Registrar and Deputy in the absence of the Registrar.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Assists the public, and follow-up, as needed (in person, by phone, in writing). 2. Completes requests (either telephone, counter or written) for copies of recorded/filed documents, UCC real estate filings and other miscellaneous documents requested by the public, inter-departmental staff, and Registrar. 3. Answers customer inquiries on the phone and in the office regarding specific information about recorded documents. 4. Instructs customers on the use of the real estate indexing system available on the public workstations. 5. Enters document(s) into the cashiering-recording and grantor-grantee system. 6. Determines the appropriate category (based on title) and format for party(s) name(s) for proper indexing. 7. Reviews documents for recordability in accordance with State Statutes, and Wisconsin electronic Real Estate transfer receipts to comply with Department of Revenue requirements. Proofs and prepares documents for imaging; and images according to statutory and office procedure requirements. 8. Cleans and maintains imaging equipment and copying/duplicating equipment and the supplies required for that equipment. Uploads and maintains the images to the necessary system(s). 9. Manages document rejection process. 10. Makes copies of Military Discharges as requested, for certification by Registrar or Deputy. 11. Issues Birth, Death and Marriage certificates using the State Vital Records Indexing System. 12. Performs the daily and monthly bookkeeping, runs appropriate reports, prepares remittances, vouchers and invoices; balances money received against the cashiering system. Maintains inventory of departmental supplies and order as approved by Registrar or Deputy. 13. Prepares activity and departmental daily and monthly reports. 14. All other duties as assigned.
WORK REQUIREMENTS AND CHARACTERISTICS
A.
Education/Knowledge:
High School Diploma or Equivalent Required B.
Required Work Experience:
In addition to Education/Licensure - Any combination of training and experience equivalent to two (2) years of clerical and computer experience; including one year of substantial involvement with a wide variety of real estate documents.
ESSENTIAL SKILLS REQUIRED TO PERFORM POSITION
Knowledge of real estate documents related to ownership and other types of interest in real estate. Knowledge of the varied methods of real estate financing. Knowledge of legal descriptions related to real estate and ability to identify document types. Working knowledge of modern office equipment and techniques. Ability to maintain departmental records and reports. Ability to work independently and cooperatively, with a very high degree of accuracy on all tasks. Ability to communicate effectively with County employees, other officials and members of the public in person, on the telephone, and in writing. Ability to maintain a high degree of confidentiality as required by vital records and military records law. Ability to lift up to 25 pounds.
