The City of Oceanside is accepting applications for a part-time Hourly Librarian position at Oceanside READS Learning Center, as part of the Library's Literacy program. This is a 19 hour per week, provisional position, that is grant-funded annually by California Library Literacy Services funds appropriated by the City of Oceanside for the Literacy program, historically on an ongoing basis. This position is supervised by the Senior Librarian for Literacy Services. The Hourly Librarian will present or coordinate programs and trainings for adult learners and families, including educational programs, classes, outreach, and special events; onboard and train new volunteers; serve as part of the team working on programs and instructional services for adult and family literacy, including English language learners; assist Adult literacy learners, students, volunteer tutors, and community members of all ages and backgrounds with assessments, intakes, or questions, in person or via email, phone or text; deal tactfully and effectively with people of all ages and diverse backgrounds; answer questions and provide customer service; advise customers in use of library materials and searches for information; enforce library policies; help promote and evaluate library services; greet and guide customers; operate, learn and teach use of equipment and technologies as needed; develop new relationships with other community organizations by participating in community partner initiatives; work with all ages in an educational capacity
  • adults and children, and perform related duties as required.
May be in charge of library site operations for defined periods. Bilingual (English/Spanish) is highly desirable.
THIS IS AN HOURLY, EXTRA-HELP POSITION AND DOES NOT INCLUDE MEDICAL BENEFITS AND WILL NOT EXCEED 999 HOURS IN A FISCAL YEAR.
Examples of Duties The Hourly Librarian performs a full range of public service functions and duties in person or by any other communication, provides reference and reader's advisory services; evaluates customers' needs; answers information questions utilizing appropriate sources; assists customers in locating books and materials; assists customers with library cards, self-checkout and self-payment; operates, learns and teaches use of equipment and technologies as needed; deals tactfully and effectively with people of all ages and diverse backgrounds, and makes them feel welcome; in assigned subject and format areas, recommends and purchases books and other materials, and evaluates collection to weed outdated, unused, and worn-out materials; reviews books and materials; compiles online book lists and other user aids; develops specialized library programs or participates in coordinating and implementing special projects and services as assigned; represents the Library in partnerships with other agencies; performs a range of community outreach, library tours and presentations; gives book talks; presents or helps with programs for children, tweens, teens, or adults, including book clubs, technology activities, arts, crafts, storytelling, and other programming; prepares press releases, publicity, displays, and exhibits to promote programs, events, and activities; informs users regarding Library policies and procedures and enforces them; provides staff assistance to Library management; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of library science; may lead and train clerical and hourly paraprofessional personnel and volunteers on a shift; may update employee work schedules; may be in charge of library operations for defined periods; may work at any location as needed, including Mission Branch Library, Civic Center Library, Oceanside READS Learning Center, or mobile libraries; and performs related duties as required.
Minimum Qualifications Knowledge of :
Professional principles, methods, materials, and practices utilized in public libraries. Basic reference and other information-acquisition methods. Resources appropriate to public information needs. Basic Internet and social media usage, structure, content creation and management, and communication skills. Basic understanding of business application suites, audiovisual applications, database management, circulation systems, online catalogs, reference databases, and search strategies. Windows-based computers and office equipment, at an experienced level. Literature for children, teens or adults. Library programming. Basic collection development principles and strategies, as well as tools for selection. Basic cataloging and classification systems. English usage, spelling, grammar, and punctuation. Ability to : Provide customer service. Work independently and efficiently to carry out assignments. Quickly learn new technologies as needed. Perform the full range of professional and technical library tasks. Operate and troubleshoot a variety of office and technical equipment. Act as lead worker for a shift as needed and handle operational challenges. Enforce city and library policies and procedures. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective relationships within the workplace. Speak in public.
Experience and Training Experience:
Some technical or professional level experience in a library is desirable.
Training:
A Bachelor's degree from an accredited college or university is required. Graduate library science coursework or a Master's degree in Library Science or Information Science from an accredited college or university is highly desirable. Copies of Bachelor's degree (and transcripts showing graduate coursework, if applicable) must be attached. Applications that do not include required copies will not be considered.
License/Certificate:
Possession of, or the ability to obtain and maintain, a valid California driver's license.
Ability:
Bilingual (English/Spanish) language is highly desirable.
Special Conditions:
This position requires variable working hours and the availability to work Saturdays and Sundays and evenings at any location where library services may be provided, including mobile libraries or outdoors.

Physical Conditions:
Essential functions may require: maintaining physical condition necessary for sitting or standing for prolonged periods of time, walking, climbing (including stepstools, stairs without handrails, and ladders), bending and twisting; exercising full range of motion of the arms, hands, wrists and fingers; repeated pulling, grasping, carrying and pushing onto shelves of books and other items; pushing/pulling of book carts loaded with materials, lifting (up to 30 lbs.), stooping crouching, kneeling and stretching; speaking and hearing to exchange information; visual acuity to read and interpret information; headset or ear bud use for internal radio communications; and operating a vehicle.
Selection Process:

The most appropriately qualified individuals may be invited to an oral interview to assess job-related qualifications. Applications will be kept on file for three months.

Changes to Accrued Paid Sick Leave for Hourly Extra Help & Part-Time Employees Effective January 1, 2024 Senate Bill (SB) 616 went into effect January 1, 2024 as an amendment to SB 1522. The new bill increases the number of sick leave hours accrued and sick leave hours able to be used by Hourly Extra Help and Part-Time employees in a calendar year. It will not apply to retired annuitants. The law states that, unless exempt, the part
  • time employee is entitled to receive the minimum requirements for paid sick leave.
The City of Oceanside will ensure that part-time employees will accrue paid sick leave pursuant to the minimum requirements stated in the California Labor Code §245 et seq.
which provides that an employee:
a. May accrue 1 hour paid sick leave for every 30 hours worked up to 80 hours per year; b. May request and use up to 5 days or 40 hours of accrued paid sick leave per year; c. May not be terminated or retaliated against for using or requesting the use of accrued paid sick leave; and d. Has the right to file a complaint against an employer who retaliates or discriminates against an employee for 1. requesting or using accrued sick days; 2. attempting to exercise the right to use accrued paid sick days; 3. filing a complaint or alleging a violation of Article 1.5 section 245 et seq. of the California Labor Code; 4. cooperating in an investigation or prosecution of an alleged violation of this Article or opposing any policy or practice or act that is prohibited by Article 1.5 section 245 et seq. of the California Labor Code. Sick leave accruals for Hourly Extra Help and Part-Time employees cannot be used in the first 90 days of employment for newly hired employees. If unused, up to 40 hours can roll into the next calendar year in the Pay Period containing January 1. A maximum of 80 hours can be retained annually after roll over, however only 40 hours can be used per year. The employer is not required to pay out accrued, unused paid sick days at the time of termination. If the employee is rehired within one year, previously accrued and unused paid sick days shall be reinstated. Sick pay codes have been developed to use hourly sick leave:
