9:00a-5:30p Salary $49,977 per year, plus benefits Available June 2026 Application Deadline Friday, June 5th, 2026 Function Function Employees in this position: Provide professional leadership and oversight for Interlibrary Loan (ILL), Federal and State Government Depository programs, and the Library System's legal resources. Perform professional library work of a specialized nature, including some collection management, adult programming, and outreach activities. Serve as the person in charge of the unit in the absence of a supervisor and maintain efficient operations by providing support and guidance to other staff and volunteers. Embody the Library's Code of Service by creating an atmosphere where customers and coworkers feel invited, informed, impressed, and inspired. Perform work under general supervision, in accordance with the Library System's vision and mission, using good judgment and ethical behavior in the application of policies and established procedures.
Minimum Training & Experience Required:
Must meet one of the categories of training & experience listed below: Category 1: Master's Degree in Library Science from an ALA accredited college or university. Two years of library experience, including experience in library reference, interlibrary loan, or depository services. Certified or eligible for certification by the South Carolina State Library. Category 2: Applicants who are working towards a Master in Library & Information Science (MLIS) degree may be considered as a Librarian Trainee for Librarian I and II level positions. To be considered, the following requirements must be met: Currently enrolled in an ALA accredited university working towards the MLIS degree, Completed at least 12 credit hours for the MLIS degree, Able to complete the MLIS degree within two years of the date of hire or promotion to a Trainee position, and Have three years of experience working in a public library, including experience in library reference, interlibrary loan, or depository services or two years of experience working with GCLS. Transcripts or other acceptable documentation from an ALA accredited university must be provided to support the above requirements. Librarian Trainees will be hired at 5% below the starting minimum of the pay grade for Librarian I and II level positions, as applicable.

Essential job functions designated with (E). Oversees and optimizes the Interlibrary Loan (ILL) workflow to meet service needs; evaluates statistics to improve turnaround times and maximize efficiency. (E) Leads the selection, acquisition, and weeding of the library's legal resources, ensuring they are current, authoritative, and meet community needs. (E) Serves as the coordinator for the Federal and State Depository Library Programs; ensures the Library System meets all program requirements while managing both print and digital government documents for public use. (E) Coordinates system-wide provision of federal and/or state tax forms and related information; handles bulk ordering of forms and coordinates the delivery of materials to all Library System locations. (E) Designs and implements adult programs, workshops, and outreach initiatives to promote the Library System's government documents and legal resources. (E) Supervises and trains staff on Interlibrary Loan duties; provides advanced guidance on complex Interlibrary Loan requests and specialized reference inquiries. (E) Locates, borrows, and lends library materials using standard interlibrary loan procedures. (E) Prepares library materials for loan and for return to lending libraries. (E) Prepares bills and handles correspondence pertaining to interlibrary loan. (E) Maintains Interlibrary Loan files, databases, and records. (E) Participates in the interviewing and selection of new employees within areas of responsibility. (E) Creates instructional materials to help staff and the public navigate digital government portals and legal databases. (E) Recommends, develops, and maintains documentation for established policies and procedures related to Interlibrary Loan, Government Documents, and legal resources. (E) Regularly serves at public service points across the unit, as assigned, providing direct service to patrons. (E) Communicates and enforces the Library System's Code of Conduct and other policies, procedures, and rules to customers and employees. (E) Assists in developing budget recommendations, formulation of goals and objectives, and in the preparation of selected grant proposals related to the activities of the unit. (E) Ensures an adequate amount of supplies are on-hand for interlibrary loan service (e.g. boxes, mailers, labels). (E) Operates and cares for equipment, including computers, printers, copiers, and assistive technology; provides instruction and demonstrations, as needed. Serves as the person in charge of Information Services and associated staff in the absence of the Information Services Manager and Reference Area Supervisor, as needed. (E) Demonstrates use of library materials in all formats and software to staff, patrons, and others, as required. Participates in special projects and serves as a member of various committees as requested. Receives and compiles statistics, reports, correspondence, etc. (E) Reviews and studies professional literature to keep abreast of developments in library and information science with an emphasis in resource sharing, legal research, and government information. (E) Works with the Volunteer Coordinator to train, schedule, and supervise volunteers in the unit as appropriate. May conduct tours, presentations, workshops, and orientation for groups. Attends library association meetings, training programs, workshops, and conferences as appropriate. Ensures safe work methods are followed to prevent injury and that safety and maintenance issues are reported promptly and properly. (E) Develops content for web pages and Library System publications. Works a schedule that meets the needs of the unit, which may include varying assignments within Information Services. (E) Maintains regular and reliable attendance and remains compliant with the Library System's Attendance Guidelines . (E) Performs other related duties as required, including those of any staff member in the unit. Required Knowledge, Skills/Abilities & Characteristics (Testing of computer skills may be part of the interview process for this position.)
Knowledge:
Thorough knowledge of modern library principles and major fields of learning. In-depth knowledge of library computer systems and applications, online databases, office software, and email. Knowledge of OCLC ILLiad or similar resource-sharing software. Knowledge of general and specialized reference sources; of reference practices and techniques, including reference service delivered via telephone, email, online chat, and one-on-one appointments. Knowledge of service guidelines set forth in the Interlibrary Loan Code for the United States, SC Interlibrary Loan Code, Federal Depository Library Manual and Instruction to Depository Libraries. Knowledge of various methods of shipping materials employing the US Postal Service, South Carolina IMS, and commercial shipping services as well as electronic methods of document transmission. Knowledge of technology and mobile devices. Knowledge of business English, spelling, and arithmetic.

Ability to compile, analyze, interpret, and communicate usage data and statistics. Ability to create and work in a team environment and establish and maintain effective working relationships with Library staff and the general public. Ability to perform collection development, specifically in the area of legal and government resources. Ability to recommend and assist in the development of content for training initiatives for staff on interlibrary loan service, state and federal depository resources, and legal resources. Ability to be detail-oriented and recognize and correct errors. Ability to operate and care for computers and their peripherals, e.g. RFID pads, barcode readers, printers, etc. Ability to learn the Library System's integrated system software, i.e. an automation system used to manage library processes. Ability to demonstrate to customers the use of the Library System's website, including the online catalog and databases. Ability to learn and demonstrate the use of current mobile device technology to assist customers in downloading and/or accessing the Library System's online digital materials, such as eBooks, audiobooks, music, and videos. Ability to learn and enforce the Library System's policies, procedures, and regulations to customers and employees. Ability to maintain confidentiality of customer records and other identifiable customer uses of Library System resources and services, security-related incidents, and personnel issues. Ability to deal with difficult individuals in unusual situations with tact and diplomacy. Ability to communicate concepts, general information, and task-related information in oral, written, and electronic forms. Ability to meet required deadlines. Effective reference interview skills. Effective public speaking and group presentation skills. Ability to learn, implement, and maintain complex filing systems, including the Dewey Decimal System, the Superintendent of Documents (SuDoc) classification system, and the South Carolina State Documents classification system with a high level of accuracy.
