Plans, directs, and evaluates departmental programs, facilities, personnel, finances, and capital improvements to deliver high-quality parks, recreation, cultural, and quality-of-life services to the community. Serves as a member of the City's senior management team and as the City's principal advisor on parks and recreation matters.

PRIMARY DUTIES AND RESPONSIBILITIES

Executive Leadership & Strategic Planning Provides executive leadership and strategic direction for all Department programs, services, facilities, personnel, and resources, consistent with City Council and City Manager priorities. Plans, organizes, directs and evaluates P&R programs, staff and operations, including parks administration, Fort Concho, recreation, senior services, civic events, and the City cemetery and golf course; monitors Department operations to identify and resolve problems. Directs and develops departmental leadership staff, and evaluates organizational structure, staffing, and service-delivery methods to improve effectiveness and efficiency. Leads development and implementation of the Parks, Recreation and Open Space Master Plan and other long-range planning initiatives, informed by community needs assessments and industry trends. Financial, Capital & Asset Management Develops and administers the Department's annual operating and capital budgets, and oversees expenditures, revenues, procurement, and financial controls. Directs the Department's Capital Improvement Program, including prioritization, funding, design, construction, and long-term maintenance of facilities and assets. Identifies and pursues grants, sponsorships, partnerships, and other funding sources, and develops long-range capital funding strategies. Establishes performance measures and benchmarks, and uses financial and operational data to guide resource allocation and continuous improvement. Community Engagement & Partnerships Serves as principal advisor to the City Manager, City Council, and boards and commissions on parks and recreation matters; prepares and presents reports and recommendations. Builds and maintains relationships with residents, sports and community organizations, school districts, and other stakeholders; leads public engagement efforts. Negotiates and administers contracts, leases, interlocal agreements, and partnerships related to departmental programs and facilities. Programs, Facilities & Service Delivery Ensures parks, recreation programs, and facilities are responsive to community needs and delivered safely, efficiently, and equitably across the community. Establishes standards for facility operations, maintenance, programming, and customer service across all departmental functions, including athletics, Fort Concho, senior services, golf, cemetery, and special events. Compliance, Risk Management & Safety Ensures departmental operations comply with applicable federal, state, and local laws, regulations, and safety and accessibility requirements. Establishes safety practices and emergency preparedness procedures for employees, facilities, programs, and public events, and works to reduce operational risk.

Education and Experience:

Bachelor's Degree in Recreation, Business or Public Administration; and seven year's experience in parks and recreation program management; or an equivalent combination of education and experience.

Required Licenses or Certifications:

Must possess a valid Texas Driver License with a good driving record. Professional certification by National Recreation and Park Association is preferred.

Required Knowledge of:

City organization, operations, policies and procedures. Federal, State and local laws, ordinances, policies, rules and regulations governing the conduct and safety of municipal parks, and public recreational facilities and programs. Legal liabilities and responsibilities for recreation services staff. Modern practices and trends in Parks and Recreation program planning and project management. Local community resources and regional community services programs. Techniques and practices for effective, efficient and cost effective management of allocated resources. Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision. Principles and practices of government project management.

Required Skill in:

Analyzing issues, evaluating alternatives, and making logical recommendations based on findings. Assuming management level responsibilities and making appropriate decisions, while assuring compliance with Department goals and objectives. Using initiative and independent judgment within established procedural guidelines Interpreting and applying department standards and City policies. Developing recommendations for improvements of recreation programs and facilities. Presenting and defending P&R reports and information in public hearings and neighborhood meetings. Establishing and maintaining cooperative working relationships with employees, officials, other community services agencies and the general public.
