To Be Determined Job Description General Statement of Duties Under limited supervision, performs a variety of supervisory, professional, and administrative duties in coordinating the district's Beginning Teacher Support Program (BTSP), educator licensure, accountability, and assessment programs. Directs the administration of all state and local assessments to ensure compliance with North Carolina Department of Public Instruction (NCDPI), State Board of Education, and local district requirements while facilitating improved student achievement through the efficient and accurate administration of testing programs. Coordinates and monitors the district's Beginning Teacher Support Program in accordance with NCDPI requirements, ensuring that beginning teachers receive the mentoring, professional development, support, and evaluations necessary to successfully complete the three-year induction program and advance from a Standard Professional 1 (SP1) license to a Standard Professional 2 (SP2) license. Oversees educator licensure compliance and accountability measures, serves as the district liaison with NCDPI regarding teacher licensure, induction, and testing requirements, and works closely with district departments, school administrators, regional and state testing coordinators, and other internal and external agencies to share information, ensure compliance, and determine the most effective methods for administering all state and local assessments. Essential Duties and Responsibilities Beginning Teacher Support Program Coordinate and administer the district's Beginning Teacher Support Program (BTSP). Ensure district compliance with all North Carolina Beginning Teacher Program requirements. Plan and facilitate Beginning Teacher orientation and onboarding activities. Coordinate monthly Beginning Teacher professional development sessions. Monitor beginning teacher participation in all required induction activities. Assign and support trained mentors for beginning teachers. Provide guidance and resources to mentors and administrators regarding BT requirements. Maintain documentation of mentor assignments, contacts, and support activities. Teacher Accountability and Evaluation Monitor compliance with the North Carolina Educator Evaluation System (NCEES). Assist principals with scheduling required formal and informal observations. Monitor completion of annual Professional Development Plans (PDPs). Ensure beginning teachers receive required observations, conferences, and evaluations. Track evaluation ratings to ensure teachers meet proficiency requirements. Maintain records of teacher progress toward SP2 licensure. Notify administrators of upcoming deadlines and compliance concerns. Licensure Administration Provide guidance regarding North Carolina educator licensure requirements. Assist educators with initial licensure, renewals, residency licenses, permits, and conversions. Monitor licensure expiration dates and renewal requirements. Coordinate licensure recommendations through the NCDPI licensure system. Assist teachers in understanding testing, coursework, and continuing education requirements. Maintain accurate licensure records for all certified employees. Professional Development Coordinate required BT professional learning opportunities. Collaborate with district leadership to provide instructional support aligned with the North Carolina Professional Teaching Standards. Provide resources to assist teachers in improving instructional practice. Support beginning teachers in developing and maintaining annual Professional Development Plans. Compliance and Reporting Ensure district compliance with all NCDPI and State Board of Education requirements. Maintain accurate records required for state audits and monitoring. Prepare reports regarding beginning teacher participation, licensure status, and program effectiveness. Serve as liaison between the district and the North Carolina Department of Public Instruction. Recommend program improvements based on district and state accountability data. Collaboration Work collaboratively with principals, mentors, instructional coaches, curriculum staff, and district administrators. Provide consultation regarding beginning teacher support, evaluations, and licensure. Communicate regularly with Human Resources regarding employment status affecting licensure Testing Provide administrative support to both middle and high school principals, teachers, co-testing coordinator superintendent, and local board of education through effective communication of pertinent information. Facilitate appropriate staffing and staff development focused on improved instruction and student achievement through performance data analysis. Train local personnel who are responsible for test administration procedures. Responsible for the scanning, scoring, and reporting of results for any secure test administered in the Annual Testing Program Ensure an annual written testing plan for the district is developed and distributed to each school before the beginning of the school year. Knowledge, Skills, and Abilities Thorough knowledge of North Carolina educator licensure requirements. Knowledge of the North Carolina Beginning Teacher Support Program. Knowledge of the North Carolina Educator Evaluation System (NCEES). Knowledge of the North Carolina Professional Teaching Standards. Strong organizational and project management skills. Ability to analyze data and maintain accurate records. Strong written and verbal communication skills. Ability to maintain confidentiality. Ability to provide coaching and technical assistance to educators and administrators. Proficiency with district and state technology systems, including NCDPI licensure systems and educator evaluation platforms. Terms of Employment Twelve-month employment. Salary according to the Board-approved salary schedule. Benefits as provided by Board policy. Performance Expectations The Beginning Teacher (BT) / Accountability & Licensure Coordinator will: Ensure full compliance with all North Carolina Department of Public Instruction (NCDPI), State Board of Education, and local district requirements related to the Beginning Teacher Support Program, educator licensure, accountability, and state and local assessment programs. Coordinate the secure, accurate, and efficient administration of all district, state, and local assessments, ensuring compliance with testing procedures, timelines, and security protocols. Provide leadership, training, and technical assistance to school testing coordinators, administrators, and district staff regarding testing administration, accountability measures, and assessment practices. Support beginning teachers in successfully completing the three-year induction program and achieving a rating of Proficient or higher on all North Carolina Professional Teaching Standards by the end of their third year, as required for advancement from a Standard Professional 1 (SP1) license to a Standard Professional 2 (SP2) license. Monitor educator licensure status and ensure timely completion of licensure renewals, conversions, recommendations, and other state requirements. Coordinate mentor assignments, professional learning opportunities, and Professional Development Plans (PDPs) to promote teacher growth and instructional effectiveness. Maintain accurate records, documentation, and reports related to testing, licensure, educator evaluations, and the Beginning Teacher Support Program to meet all state and district accountability requirements. Collaborate effectively with school administrators, district leadership, the North Carolina Department of Public Instruction, regional support staff, and other internal and external stakeholders to promote continuous improvement in instructional quality, educator effectiveness, and student achievement.
