The Special Education and Section 504 Program Specialist at the Idaho Department of Education provides technical assistance, guidance, and implementation support to charter schools and Local Education Agencies (LEAs) across Idaho. This position assists in ensuring compliance with IDEA requirements in charter schools and supports consistent understanding and application of Section 504 of the Rehabilitation Act of 1973 requirements in all LEAs statewide. The role focuses on providing clear guidance, responding to implementation questions, and supporting systems that promote equitable access and services for students with disabilities.
RESPONSIBILITIES
General Develop and disseminate documents, templates, and informational resources to support consistent implementation of both IDEA and Section 504 of the Rehabilitation Act requirements in LEAs statewide. Contribute to updates and development of state guidance materials and resources related to implementation of both IDEA and Section 504 of the Rehabilitation Act. Maintain secure files and uphold the stringent confidentiality requirements mandated by IDEA and FERPA. Collaborate with internal program staff and technical assistance partners to ensure consistent messaging and alignment of guidance across programs. Maintain documentation of information and technical assistance provided and identify recurring implementation issues to inform future guidance and training. Charter School Support Maintain up-to-date knowledge of Idaho charter school laws and IDEA requirements to enable delivery of accurate guidance, monitor compliance, and effectively support LEAs and stakeholders. Collaborate with the Monitoring and Support Coordinator in the provision of technical assistance and consultation to charter schools on implementation of IDEA Part B requirements, including special education eligibility, IEP development, service delivery, and procedural safeguards. Support charter schools through virtual and on-site assistance to develop and implement special education systems and ensure compliance with federal and state requirements by reviewing LEA policies, practices, improvement plans and corrective action plans, and by assisting with required documentation. Section 504 of the Rehabilitation Act of 1973 Support Maintain and apply knowledge of Section 504 of the Rehabilitation Act and LEA obligations to provide informed guidance, support compliance, and assist stakeholders in meeting legal requirements. Research and respond to inquiries from LEA personnel, parents, community members, and department staff regarding implementation of Section 504 of the Rehabilitation Act of 1973, including eligibility, evaluation procedures, accommodation planning, and procedural requirements. Support training and professional development for LEA staff regarding Section 504 processes and responsibilities.
MINIMUM QUALIFICATIONS
1-3 years of experience in program administration, office support, or related roles. Experience interpreting, applying and explaining laws, regulations, policies, and program requirements. Demonstrated ability to manage multiple projects or caseloads, track timelines, meet deadlines, and coordinate follow-ups. Experience providing professional customer service to diverse populations, including handling sensitive situations with discretion and empathy. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, and database/web-based systems; experience developing and maintaining program documentation and ADA-accessible materials. Strong written and verbal communication skills with the ability to clearly convey complex information and collaborate effectively with internal and external stakeholders. Excellent organizational, analytical, and problem-solving skills; ability to work independently, manage competing priorities, and maintain confidentiality. Interpersonal skills and ability to work effectively as a team member, promote team goals and a collaborative environment. Basic knowledge of budgeting, financial documentation, procurement, and event or training coordination preferred.
DESIRED QUALIFICATIONS
Bachelor's Degree from an accredited college or university. Understanding of the requirements and implementation of IDEA and Section 504 of the Rehabilitation act of 1973, as amended (29 U.S.C. § 794).
PHYSICAL REQUIREMENTS
( with or without reasonable accommodation ) This position requires the ability to perform the following physical and job-related tasks: Operate standard office equipment such as a computer, telephone, copier, and scanner. Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials. Read, review, and process both printed and digital documents. Navigate websites and online systems; identify and respond to safety concerns; greet and assist visitors. Maintain focus and attention to detail for extended periods. Understand, communicate, and follow through on program support tasks and responsibilities. Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time. Approximately 10% of time is spent standing, walking, bending, or kneeling. Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.

Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.
Tuition Fee Waiver:
All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
