No County Onondaga Street Address 149 Northern Concourse City North Syracuse State NY Zip Code 13212 Duties Description Under the direction of the Regional Engineer (PE4) or their designee, the Program Aide will serve as the Western Region's Emergency Action Plan (EAP) Administrator and carry out administrative and technical duties in support of the Canal Corporation's Emergency Action Plans, Critical Incident Management and Dam Safety Program. In addition, incumbent will support the Corporation's EH&S training program by coordinating and scheduling training courses, maintaining attendance records as well as supporting the Syracuse Headquarters Administrative Specialist and Administrative Officer.
Administer and Implement Emergency Action Plan:
- Distribute approved drafts of EAPs to each Emergency Management Officer (EMO) for review.
- Ensure conformance with EAP and incident response procedures by monitoring response activities with the appropriate staff and the EAP Coordinator.
- Update and maintain Dam Safety stakeholder contact information.
EAP Drills & Exercises:
- Participate in tabletop drills and exercises of EAPs to help identify gaps in response efforts, deficiencies, and areas of improvement.
- Provide improvement recommendations to the EAP Coordinator and/or Regional Engineer.
Emergency Activation:
- Stay current with all Incident Command System requirements and training.
- Participate in the staffing of the Canal Regional Operations Center during emergency activations.
- Assist with staffing the State Emergency Operations Center as a Corporation representative during major disasters.
Environmental, Health and Safety Training Administration:
- Schedule training courses with Canal supervisors and external vendors for Eastern and Western region staff ensuring pre-requisites are met.
- Arrange online courses with external vendors and track completions.
- Respond to staff inquiries related to training requirements or scheduling.
Syracuse Headquarters:
- Answer administrative questions related to pool vehicles, office supplies, etc.
- Assist with winter pool - vehicle maintenance, including moving vehicles and supporting snow removal efforts.
Miscellaneous Duties:
- Complete online FEMA/Homeland Security coursework and participate in SEOC refresher training to maintain proficiency with NY Responds software.
- Assist with FEMA reimbursement documentation.
- Participate in programs and initiatives that promote the NYS Canal Corporation

Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At a future date (within one year of permanent appointment), it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded the same rights of competitive class employees of New York State. While serving permanently in aNY HELPS

Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
