Job Description

Johnston County Emergency Services is seeking an EMS Lieutenant/FTO. Johnston County's EMS division is responsible for overseeing provisions of Emergency Medical Services throughout the county, providing oversight to medical dispatch, fire department medical responders, and contracted EMS Agencies. An EMS Lieutenant/FTO in this class requires management and medical judgment, decision-making, and initiative in the performance of work during an EMS shift. Broad public contact requires negotiating skills, tact, and diplomacy. Approved and maintains all requirements to function as a paramedic in Johnston County which are set by the medical director and are outlined in the continuing education plan. An employee in this class performs difficult technical work treating and transporting the sick and the injured, administering emergency medical care at the EMT-Paramedic level, assisting with the training, mentoring and evaluation of new and existing emergency medical technicians, and related work as apparent or assigned. Work is performed under the supervision of the EMS Captain. Complete evaluations, provide feedback and participate in work plans for new employees. Work with the EMS Training Officer and Asst. Chief of Training to educate new employees, students and others going through system entry. Employee will obtain training necessary to fill in as a district EMS supervisor during the absence of the EMS Captain. Work subjects the employee to high stress situations, inside and outside environmental conditions, extreme temperatures, noise, vibration, hazards associated with emergency management work and fumes, chemicals, dusts, odors, gases, and oils. Work also subject to the OSHA standards on blood borne pathogens. •Please document all work history relevant to the position for which you are applying. Extensive knowledge in the pre-hospital medical care. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relations with others. Communicate routinely with the EMS Captain and relays matters of relevance to the EMS Asst. Chief of Training and/or EMS Training Officer regarding employee productivity. Inspect emergency vehicles used by EMS to ensure the safe operations and efficient use. Maintains and ensures patient, personnel matters and department confidentiality. Represents Johnston County EMS when assigned at meetings, dealing with public and educational presentations. Provide supervision to new employee that is assigned. Ensure that the EMS trainee adheres to the medical protocols, standard operating guidelines and other county standards. Complete Daily Observation Reports on field trainees and provides feedback about performance. Responds to emergency calls, providing basic and advanced life support treatment to patients, as well as transportation to appropriate medical facility. Assists with precepting students enrolled in local community college. Assists with the training, mentorship and evaluation of emergency medical technicians. Assists with pre-employment testing and orientation. Facilitates learning to ensure employees acquire the knowledge and skills necessary to become a successful employee. Serves as a mentor, role model and educational resource for fellow employees. Assists in the development and implementation of guidelines, policies and procedures for training, field practice and medical standards. Responsible for ensuring employees are performing in accordance with established treatment protocols. Functions as a Paramedic. Additional Duties Performs related duties as required. Knowledgeable of Johnston County EMS system, geographical area of the County, subdivisions and other key locations. Maintains knowledge in current departmental policies, county policies, and

regulations. Knowledge of emergency health care procedures and ability to evaluate the patient's conditions and properly render the appropriate treatment set forth in the patient care protocols, with or without physicians' direction. Skilled in the operations of an emergency vehicle, using knowledge and skills in driving to avoid hazards or to keep from becoming a hazard. Ability to pass and maintain training in specialized courses pertinent to Emergency Medical Services. Thorough knowledge of laws, rules, regulations, techniques and practices involved in the operation of emergency medical services. Thorough knowledge of emergency medical theories, principles and practices. Willingness to learn and carry out set policies. Analytical skill required for emergency medical services as well as analysis organization, management, and training issues and trends. Ability to plan, organize and teach. Ability to plan and organize treatment in emergency situations. Ability to develop and maintain effective work relationships with co-workers, EMS volunteers, hospital and medical community professionals, the public, and other emergency agencies. Ability to exercise sound judgment and make effective patient decision and accurate paramedic medical diagnosis and treatment decisions. Physical Requirements Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, and repetitive motions. Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, to move objects. Must be able to carry appropriate bags and equipment to handle an emergency situation. Must be able to lift at least 200 pounds with a partner, lift and carry appropriate emergency bags, and use proper carrying techniques when loading and unloading a patient. Must possess the visual acuity to operate an emergency medical ambulance or other vehicle and distinguish detail and differences when observing people, places and things on medical emergency calls. Associate degree in a medically related field and experience as an EMT at the paramedic level: or an equivalent combination of education and experience. Instructor Methodology is a required course for the EMS Lieutenant position; Johnston County EMS Preceptor.
