Enforcement Officer II Venango County Domestic Relations Full-Time, 80 hours/pay Venango County Domestic Relations Venango County Courthouse Annex
NON-EXEMPT HOURLY FIVE
$14.9889/hr
OVERALL OBJECTIVE OF JOB
To carry out enforcement of court orders and collection of support orders in accordance with established policies, procedures and regulations.
ESSENTIAL FUNCTIONS OF JOB 1.
Enforces support orders (i.e., monetary, child support, alimony, etc.) 2. Monitors and collects financial distribution of collected funds. 3. Obtains and verifies various income, employment and insurance forms. 4. Locates missing payers/payees. 5. Assists in preparing cases and documentation for litigation/court hearings. 6. Corresponds with other courts and government agencies in regard to carrying out essential job duties. 7. Conducts delinquency conferences with clients. 8. Educates clients on policies and procedures required of them by the law. 9. Utilizes computer daily for record keeping and report maintenance. 10. Diffuses confrontations and altercations between payers/payees and/or families. 11. Prepares generic Support Orders for the Judge's signature. 12. Locates assets, including real estate, bank accounts and other financial accounts of non-compliant obligors and prepares orders to freeze and subsequently seize those assets. 13. Prepares subpoenas for records and documents of private companies, banks, and government agencies, secures the judges signature on those subpoena's and executes the subpoena on the respective company, individual or agency. 14. Prepares orders to attach wages including the proper amounts for weekly, bi-weekly or monthly submissions, and executes the orders on employers. 15. Prepares a Petition for Contempt on obligors that are not in compliance with the Orders of the Court. Secures an Order to appear and ensures service on the obligor. 16. Prepares subpoenas for witnesses and documents for all de-novo hearings and contempt proceedings as needed. 17. Confers and briefs Domestic Relations Section attorneys before and during court proceedings, such as bench warrant hearings, compliance court hearing, support hearings etc. 18. Interacts with other agencies, County Offices, Government Offices and departments. Networks and develops communication channels and contacts. Coordinates information exchange, facilitates meetings and oversees section interactions. 19. Enter and maintain data contained within the PACSES computer matrix.
OTHER DUTIES OF JOB 1.
Attends meetings, trainings, and seminars as required. 2. Performs other job-related duties as required.

Receives occasional instruction and some supervision from Director and Deputy Director in regards to daily work duties.

WORKING CONDITIONS 1.
Works indoors in adequate work space, lighting, ventilation and temperatures. 2. Frequent exposure to noise, disruptions and stress. 3. Normal indoor exposure to dust/dirt. 4. Works in conditions of potential outbursts or disruptive behavior of clients.
PHYSICAL/MENTAL CONDITIONS 1.
Must possess ability to record, convey and present information, explain procedures and follow instructions. 2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing/walking and occasional stooping, bending, reaching, twisting, turning as necessary to carry out essential job duties. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out essential duties. 4. Sedentary work, with occasional lifting/carrying of objects with weights from ten to twenty pounds, i.e., ledgers, file boxes, etc. 5. Must be able to cope with the physical and mental stress of the position. 6. Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS A. EDUCATION/TRAINING
High School diploma or equivalent, plus computer training required.
B. WORK EXPERIENCE
One to two years' working experience involving investigation or related government work. • Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs." • Must successfully complete pre-employment drug screening.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED 1.
Must be able to speak and understand the English language in an understandable manner in order to carry out essential functions of job. 2. Must possess good communication and interpersonal skills and deal or attend to people who have difficulty with the English language or who are illiterate. 3. Must possess initiative and problem-solving skills. 4. Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers and others. 5. Must possess the ability to maintain confidentiality in regard to client information and records. 6. Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed as needed to maintain documentation and records. 7. Must possess knowledge of and ability to practice the principles and practices of criminal justice administration. 8. Must possess the knowledge of court orders and the ability to follow up with collection and supervision of clients involved in court orders. 9. Must possess the ability to establish and maintain accurate record keeping. 10. Must possess the ability to perform math calculations accurately and complete required reports.
