Our work directly\r\nsupports the Commission in making informed decisions that impact energy\r\naffordability, grid reliability, and environmental sustainability for all\r\nMarylanders.\r\nThe Maryland Public Service Commission has an exciting\r\nopportunity for an Assistant Director of Energy Analysis and Planning.� The\r\nAssistant Director represents the Public Service Commission with a focus on\r\nenergy planning, coordinating with the Strategic Energy Planning Office and\r\nother state agencies, monitoring energy planning issues, examining scenarios to\r\nmeet the state's energy needs and clean energy goals, serving as an expert\r\nwitness or advisor before the Commission, and assisting in directing the\r\nDivision.\r\nThis position is a special appointment.\r\n

St. Paul Street Baltimore, MD 21202\r\n Main Purpose of Job This Program Manager II identifies energy planning issues\r\nwhich need addressing and recommends policy changes to the Commission.\r\nThe Program Manager II coordinates with the Strategic Energy Planning Office\r\nand other state agencies, leading comprehensive state energy forecasting,\r\nmanaging bulk power system risk reports, and coordinating energy models to\r\nensure grid reliability and address surging utility costs.� This position\r\nwill also examine scenarios to meet the state's energy needs and clean energy\r\ngoals, serve as an expert witness before the Commission, and assist the\r\nDirector of the Energy Analysis and Planning Division with directing the\r\nDivision.\r\n

POSITION DUTIES

\r\n Monitor\r\n energy planning issues, examine scenarios to meet the state's energy goals\r\n and energy needs. Coordinate with the Strategic Energy Planning Office and\r\n other state agencies.\r\n Sponsor\r\n expert testimony, comments, or reports and on matters related to the\r\n comprehensive wholesale energy markets and the bulk power system. Monitors\r\n the electric and gas industries to identify regulatory issues for\r\n Commission consideration.\r\n Support\r\n or direct work group activities including chairing and organizing\r\n meetings, reviewing and initiating relevant filings, answering inquiries\r\n from interested parties, and leading/supervising other Staff members in\r\n their work group activities.\r\n Perform\r\n Division administrative duties in the absence of the Director or as\r\n assigned by the Director.�\r\n Supervise\r\n Junior Economists\r\n Answer\r\n Inquiries Promptly\r\n Perform\r\n Other Duties as Assigned.\r\n\r\n

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor's degree from an\r\naccredited four-year college or university, in Economics, Engineering,\r\nEnvironmental Science, Finance, Statistics, Mathematics, Public Policy, or a\r\nclosely related field.\r\n

Experience:

Four years of experience performing legal,\r\nutility, energy, engineering, or economic policy analysis or related duties.\r\nTwo years of experience working on issues related to energy planning.\r\n

Note:

An advanced degree may be substituted on a yearly\r\nbasis.\r\n

QUALIFICATIONS\r\nStrong quantitative, analytical, and problem-solving\r\nskills.\r\nExcellent written and oral communication skills, with the\r\nability to convey complex information clearly and persuasively to diverse\r\naudiences.\r\nProficiency in economic theory (microeconomics, industrial\r\norganization, regulatory economics) and its application.\r\nExperience with statistical analysis, econometrics, and\r\neconomic modeling software.\r\nSound professional judgment and a commitment to ethical\r\npublic service.\r\nRelevant professional experience in economic analysis,\r\npreferably in the energy sector, utility regulation, or a related field. \r\nProven ability to work independently and as part of a\r\ncollaborative team.\r\nFamiliarity with legislative and regulatory processes.\r\nKnowledge and a practical understanding of the energy\r\nindustry and related markets.\r\nRatemaking experience at state regulatory commission,\r\nconsumer advocate, or utility.\r\nKnowledge and practical understanding of FERC and PJM and\r\nthe Federal Power Act.\r\nKnowledge of transmission planning or operations or power\r\nplant operations.\r\n

Employees in this classification may be assigned duties\r\nwhich require the operation of a motor vehicle. \r\nEmployees assigned such duties will be required to possess\r\na motor vehicle operator's license valid in the State of Maryland.\r\n
