Takes a lead role in the coordinion of purchase, planning, construction, installion, and in-service training stages of major Healthcare Technology Management. Supervisor provides assignments in terms of the mission or function of the Medical Center. Incumbent independently interprets policies set forth by the agency and other authoritive bodies, both Nional and Local levels. Incumbent independently plans and carries out work to be done. [The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering . To be creditable, the curriculum must be from a school of engineering with least one curriculum accredited by the Accredition Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educional institutions and change over time. OR Certificion as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. English Language Proficiency . Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfhering Provision as described in the VA Qualificion Standard for this occupion (only applicable to current VHA employees who are in this occupion and meet the criteria). Grandfhering Provision . All persons employed in VHA in this occupion, on the effective de of this qualificion standard, are considered to have met all qualificion requirements for the title, series and grade held, including positive educion, and/or certificion/registrion th are part of the basic requirements of the occupion. For employees who do not meet all the basic requirements in this standard, but who met the qualificions applicable to the position the time they were appointed to it, the following provisions apply: (1) Such employees in an occupion th does not require a certificion/registrion, may be reassigned, promoted, or demoted within the occupion. Grade Determinions :
Supervisory Biomedical Engineer (Clinical), GS-14 Experience . Completion of least one year of experience equivalent to the next lower level, and must fully meet the KSAs th level.
Preferred Experience :
Completion of least four years of Supervisory experience. Demonstred Knowledge, Skills, and Abilities . In addition to the experience above, the biomedical engineer (clinical) must demonstre all of the following
KSAs:
Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing a highly complex medical center or the VISN level. Ability to develop local or VISN policies and/or draft directives reled to healthcare technology management. Skill in balancing multiple responsibilities, setting priorities, deleging tasks and projects, meeting multiple deadlines, analyzing organizional problems, and developing and implementing effective solutions. Ability to analyze complex organizional and operional problems to develop and implement solutions th result in efficient operions, and use da effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relionships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediion, or reasonable accommodions.
