BRIEF DESCRIPTION OF THE JOB
The Senior Civil Engineer, Development Services reports to the Director, Development Services. This position is responsible for performing plan reviews and directly supporting the inspections group. They will serve as a construction engineering subject matter expert for our utility, providing guidance to a team of inspectors and internal stakeholders to drive cohesive development services delivery. The role will communicate externally with engineering firms, contractors, landowners, and public agency/regulatory staff. They will draft initial review letters, respond to revised submittals, provide technical guidance to inspection staff, and help drive departmental excellence through review and simplification of internal standards and work processes.
PRIMARY DUTIES

Development Services:
  • Confers with Municipal, County, State, and Federal agency officials regarding plans and priorities for existing and future Development Services projects.
  • Update and maintain Global Water's Design Guidelines and Specifications.
  • Reviews and approves all developer submitted infrastructure plans for all utilities, ensuring compliance with Global Water Specifications and Details.
  • Develop and maintain policies regarding office reviews, information storage/archival, and construction inspection activities.
  • Review water and sewer reports and liase with our engineering and planning groups to support future planning activities.
  • Issues capacity assurance forms and updates the master tracking sheet to ensure water availability for future growth (through the Utility Planning Manager).
  • Assists with permitting activities with MCESD, ADEQ, municipality, and/or any other applicable governing agency as related to developer-driven construction projects.
  • Responsible for managing contract engineering consultants, as needed.
  • Tracks capacity and system usage impacting future development.
  • Provides direct support to the Field Inspection group regarding design and construction needs.
  • Other duties as assigned.
Knowledge, Skills and Abilities:
  • Knowledge of Federal and Arizona law, as well as regulations governing engineering practices and techniques.
  • Knowledge of water and wastewater utilities engineering design principles and practices.
  • Understanding of hydrology and digital modeling of water, wastewater, and reclaimed systems using Bentley products.
  • Knowledge of GIS technologies including those used by Arizona Department of Resources (ADWR), United States Geologial Survey (USGS), and the Arizona Department of Environmental Quality (ADEQ).
  • Ability to interpret, understand, and apply engineering standards and procedures, applicable federal and state rules and regulations, and Company policies and procedures.
  • Ability to reliably track and manage multiple priorities, use reason to prioritize work, and communicate concisely in verbal and written form.
MINIMUM REQUIREMENTS P.E.
License Registered Professional Engineer in the
State of Arizona Experience:
Seven (7) to fifteen (15) years of progressively increasing responsibility as a professional civil engineer with direct experience with water and wastewater design and permitting. Experience in a production civil engineering environment highly desirable.
Communication:
Effective oral and written communication. Work requires the ability to write engineering reports, memos, letters, technical documents, and keep accurate records.
Managerial:
Engineer will report to the Director, Development Services but will closely interface and take work assignments from the Utility Planning Manager. They will also have responsibility for mentoring staff as related to all developer-driven construction engineering activities, especially to employees with less experience or skill.
Social Skills:
Must act in a respectful, knowledgeable and professional manner. Work requires regular interaction involving exchange and receipt of complex information; adjusting actions in relation to others' actions; trying to reconcile differences; actively looking for ways to help people and the company be successful. Will interact with employees at all levels and will represent the Company externally.
Physical Demands:
Must be able to perform the following on a regular basis: Sitting for long periods of time; long periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus. The employee must occasionally lift and/or move up to 10 pounds. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. Must also be able to walk jobsites and construction projects throughout all months of a calendar year.
Licenses:
Must have a valid Arizona driver's license.
Location:
Will report to our Global Water Center in the City of Maricopa. May occasionally travel to our Corporate Headquarters in North Phoenix, and possibly throughout our service territory in southern Arizona as needed.
