Job Description

Position Overview:
This position is bond-eligible and is strictly limited to work associated with capital construction, modernization, and sustainability projects as defined under the companies Bond Program. Duties performed under this position shall not include routine maintenance, repair, or operational tasks that fall within the responsibilities of facilities Maintenance & Operations. This role is exclusively tied to bond-eligible activities such as planning, design, construction, commissioning, and related project management functions necessary to deliver capital improvements consistent with the companies Program requirements and legal limitations governing bond fund expenditures.
Position Description:
  • Provides technical and engineering support to the company, including Project Managers and Construction Managers
  • Coordinates with staff, Project Teams, contractors, architects, engineers, inspectors, consultants, and College staff
  • Participates in, and occasionally runs, design or construction meetings
  • Makes field checks on construction, demolition, rehabilitation, alteration addition or repair projects to determine compliance with job specifications, plans, established standards, and Division of the State Architect (DSA) requirements
  • Reads and interprets construction plans and shop drawings
  • Assists in preparing written materials including correspondence, reports, procedures, and guidelines
  • Supports development of weekly/monthly status and photos reports for project team
  • Reviews, estimates, negotiates, and processes construction change orders and construction field orders
  • Reviews and enforce construction and professional services contracts
  • Manages and directs contractors and outside consultants including reviewing and approving invoices
  • Assesses project risks and develops risk registers including mitigation strategies
  • Facilitates resolutions of construction and design issues
  • Coordinates with Architects for timely and accurate responses to requests for information,submittals, Construction Change Documents, etc.
  • Generates and distributes meeting minutes (construction meetings, design meetings, etc.)
  • Confirms contractor's maintenance of record drawings prior to monthly progress payments to the Contractor
  • Maintain project files in both electronic and paper format
  • Reviews submittals for conformance to plans and specifications
  • Generates and drafts Proposed Board Actions (PBAs)
  • Prepare Scope of Work documents and project status reports for solicitation of consultant and contractor services.
  • Other job-related duties or projects as assigned
Minimum Required Qualifications:
Minimum of seven (7) years of professional experience in a similar role or position in construction. BS/BA Degree in Engineering, Construction Management, Architecture or related degree. Four Additional qualifying experience in excess to the minimum years stated above may be substituted for the required education. Ability to work in a team environment and take initiative. Effectively manage daily work effort in a fast-paced environment. Good verbal and writing communication skills.
Preferred Qualifications:
Experience on Educational programs/projects and Division of State Architect (DSA) projects. Experience in all parts of the project life cycle, including master planning, design, and closeout. Professional Engineer License (PE), Certified Construction Manager (CCM), or similar credentials Experience with

Energy Information System Platform (EIS) Energy Efficiency LED Lighting Building Management System Central Plant Decarbonization (includes local building) / Central Plant/Chillers Renewable Energy and Micro-grid (PV, BESS) Electrical Vehicle Charging Stations (EVCS)
