Full Job Description Nature of Work:
This position performs work of professional ability overseeing consultant agreements and construction contracts. Manages and coordinates all public infrastructure improvements and major repair/maintenance projects including streets, storm sewers, channels, bridges, parks, etc. Provides leadership for all team-based activities to include project management and task groups. Coordinates public capital improvement projects with other Department Divisions, Governmental Agencies, etc. Develops project related briefings for the public, the Governing Body and professional organizations as needed. Duties also include, Storm water duties include floodplain management, maintenance of the KDHE permit and drainage permit review/approval.
Primary Duties:
Assist in the administration of the Capital Improvement Program. Development of the department's 5-year CIP. Coordinates and directs work of consulting engineering firms and architects to ensure Prairie Village standards are implemented on project design and construction. Seeks outside sources of funding for eligible projects to include the annual Johnson County SMAC and CARS funding request. Prepare contracts for both professional and construction services. Reviews preliminary and final plans to ensure acceptability with City codes and current engineering standards and practices. Coordinates the selection of design professionals for public projects. Manage design and construction administration consultants during all phases of the project life cycle. Meets with engineers/architects to work out contract details, design standards and to resolve problems during design and construction. Manage the preparation of plans, specifications and contract documents for approved projects, both in-house design and consultant design. May sign and seal construction plans for "In House" design projects. Responsible for establishing Engineer's Estimate for projects. Coordinates project bid invitations, bid openings, and contract awards. Evaluates bids and recommends awards to City Council. Manages budget and schedule during construction. Meets with contractors to monitor progress and resolve problems during construction. Recommends approval of contract bids, contract payments, change orders, and other related contract matters Monitors the progress of project schedule, budgets and significant issues, and maintains CIP information on City website. Reviews legal descriptions and obtains required temporary or permanent easements. Continuously communicate with affected public and utilities on project status. This includes Council members, City Administrator, Department Head and City Engineer as appropriate. Coordinates projects with other city departments, utilities, county, state and federal agencies relative to assigned projects. Review any right-of-way permits or other permits issued to or by Public Works as requested. Operates computer software, including ArcPro, HEC-1, HECRAS, Lucity, OpenGov, Bluebeam, and Office Suite. Responds to public inquiries on drainage, street, sidewalk and curb requirements and general engineering information. Respond in person, in writing or by phone to inquiries. Reviews requests, performs inspections, and prepares engineering designs to resolve the situation. Keeps Council Members, City Administrator, Department Head and City Engineer informed as appropriate. Support and update the database and GIS software for data collection, asset condition evaluation, life cycle costing analysis, and project development required for the City Capital Infrastructure Programs. Prepares preliminary engineering reports and costs. Reviews existing systems, research alternatives and develops cost estimates. Discusses project development with City Engineer. Presents and explains project planning and other public presentations to include, but not limited to, the Administration, Mayor, and City Council. Performs other duties as assigned.
