Responsible for the acquisition, construction, maintenance, repair, and opering of real property facilities, and provides reled management, engineering, and other support work. Specifically, this includes (a) acquisition, accountability, and disposal of real este; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs; (c) provision of basic utility services; (d) maintenance and repair of structures and associed equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities. Exercises authority in planning, directing, controlling and coordining architectural or engineering activities. Directs total operions through subordine civilian supervisory and non-supervisory personnel. Plans, schedules and assigns work; establishes and monitors internal controls; and ensures uniform applicion of regulions, policies, directives, and professional engineering practices. Considers a variety of elements in determining funds available, contour of land, soil condition, weher and its effect upon building merial, new engineering concepts, USAF Guides, etc. Utilizes program and planning documents in determining real property facility requirements for programmed units and activities within the installion. Accomplishes long and short range planning for replacement of facilities or equipment including contingency operions for potential war or domestic emergency conditions. Oversees development and time phasing of operions and maintenance of real property facility and construction programs to ensure assimilion into the overall installion program. Responsible for implemention of the "total programming" concept for maintenance, repair, and construction of facilities. Advises on and reprograms activities to meet changes in mission and/or objectives requiring Commander's decision on phasing of specific activities and/or coordinion with other activities. 2. Represents the Base Architect/Engineer meetings and conferences with HQ ANG and intermedie command staff, Commanders and staff representives of tenant organizions, Division and District Engineer representives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administrion, highway department representives; Federal, stes, and city Environmental Protection Agency representives. Coordines on plans, exchanges informion, recommends policy or procedures and keeps apprised of new architecture and engineering developments. Makes decisions in line with prior ANG Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real este acquisition, utilizion, or disposal actions. Determines operional trends and forecasts requirements. Determines and coordines acquisition and use of money, manpower, equipment and merial. Plans required organizional structures to establish the essential functional elements necessary to carry out architectural/engineering responsibilities most effectively and economically. Deleges authority, ensures coordinion, and develops new managerial methods and techniques to increase program effectiveness and decrease costs. Coordines with ANG Civil Engineer Directore and Engineering Divisions, selected civilian engineer and/or the Navy Facilities Engineering/Corps of Engineers (COE) offices on higher echelon-approved projects under the Military Construction Program and Real Property Maintenance Programs and requirements pertinent thereto. 3. Provides technical instructions and informion on architectural, engineering and other technical requirements and assigns phases of projects to subordine architects, engineers, engineering technicians, and draftsmen. Reviews work accomplishment during progress and, upon completion directs changes to achieve technically accure and adeque layout and design computions, specificions, and estimes. Directs and reviews establishment and maintenance of record drawings, reled files, compilion of da for annual budgets and revisions thereto and project capitalizion. Establishes technical engineering and architectural processes, criteria, and functions. Prepares or directs the preparion of engineering and architectural drawings, specificions and independent cost estimes for the construction, modificion and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems. Reviews architectural drawings, sketches, and specificions for technical adequacy, constructability, maintainability, operability, and interpretion in terms of requirements for manpower, supplies, and equipment. : Must have least 36 months experience, educion or training in preparing technical and engineering drawings. Experience searching out and developing new or grely modified methods and approaches to accomplish the Civil Engineering function. Experience in coordining and negotiing with contractors and other personnel regarding engineering and administrive mters. Experience supervising and leading others within the Engineering Occupional Series'.Educion Degree:
professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with least one curriculum accredited by the Accredition Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) stics, dynamics; (b) strength of merials (stress-strain relionships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nure and properties of merials (reling particle and aggrege structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, he transfer, soil mechanics, or electronics. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree th included a major field of study or specific course requirements generally as sted in paragraph A in the individual occupional requirements. Where specific course requirements are not indiced in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university tended. If this number cannot be obtained, 24 semester hours considered as equivalent to a major field of study. The nure and quality of this required course work must have been such th it would serve as a prerequisite for more advanced study in the field or subject-mter area. Reled course work generally refers to courses th may be accepted as part of the program major. Approprie combinion of educion and experience th is typically specified in paragraph B of the individual occupional requirements. The "paragraph B" method generally requires th an applicant possess a core of educional credit, such as described in paragraph A above, plus additional educion and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A. The quality of the combinion of educion and experience must be sufficient to demonstre th the applicant possesses the knowledge, skills, and abilities required to perform work in the occupion, and is comparable to th normally acquired through the successful completion of a full 4-year course of study with a major in the approprie field. In addition to courses in the major and reled fields, a typical college degree would have included courses th involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupion. Therefore, creditable experience should have demonstred similarly approprie skills or abilities needed to perform the work of the occupion.
