County Highway Project Engineer
ORGANIZATION
Grand Traverse County Road Commission
LOCATION
Traverse City, MI SALARY $70,000 - $120,000 summary This role performs routine and complex engineering duties for the Engineering Department at GTCRC. This position involves working on a team of engineers and technicians who collaborate to achieve the engineering department's objectives.

  • Orders surveys; prepares plans, drafting, design, specifications, and construction; researches records, maps, and other information to make informed engineering decisions
  • Works on all phases of project delivery, including design, bidding, construction, and closeout
  • Ensures adherence to federal aid requirements such as NEPA, Davis-Bacon wage rates, and construction documentation
  • Researches historical and current records, maps, and other data to obtain property data such as topographic maps and aerial photographs
  • Reviews results from material testing vendors
  • Prepares cost estimates for Federal and General Fund Projects
  • Prioritizes and schedules construction projects with the County Highway Engineer; maintains a progress schedule of assigned work
  • Reviews Road Commission construction standards, subdivision standards, and other standards with employees as needed
  • Prepares documents required for permits, public hearings, right-of-way appraisals, and utility relocations
  • Works with the Finance Director, County Highway Engineer, and Manager on project budget and worksheets
  • Works with the Engineering Team to secure funding and/or grants through various sources
  • Evaluates existing conditions; plans road design and construction according to best practices and specifications
  • Inspects sites to determine needs and inspect for compliance with specifications as needed
  • Assists with updating and implementing reports for the Asset Management Plan
  • Prepares proposal packages for consultant design and construction engineering activities
  • Performs analysis and design calculations required for road projects, including road alignment and profiles, sight distances, surface drainage, enclosed drainage, structural support, traffic capacities, etc.
  • Assists in evaluating transportation and traffic impacts of development proposals, permits, rezones, plats, etc.
  • Attends annual workshops, training, and meetings; stays up to date on education and relevant laws

  • A Bachelor of Science Degree in Civil Engineering is required from an accredited four-year college of engineering or equivalent
  • Experience in road design or a related field, and construction management experience required
  • Registration as a professional engineer in the State of Michigan or the ability to become registered within 1 year of hire
  • Must have a valid driver's license and the ability to drive and/or travel to local sites; some overnight travel may be required
  • Regular and consistent attendance is a requirement for every position at GTCRC Knowledge/Skills/Abilities Required
  • Knowledge of AASHTO and MDOT standards preferred
  • Knowledge of applicable policies, laws, and regulations affecting Road Commission activities preferred
  • Basic skill in drafting and AUTOCAD preferred
  • Skilled at the use of MS Office apps and other applicable software
  • Ability to effectively work and communicate with a team of engineers and technicians
  • Must be able to comfortably speak and present information to a wide range of people and groups
  • Must be able to interact with staff, vendors, subcontractors, and the public with diplomacy, tact, and professionalism, even in situations that involve conflict
  • Must be able to establish and cultivate relationships with Road Commission staff and partners
  • Follows all specifications and best practices and maintains knowledge/certifications
