Job Description

Undertake the lead and perform highly complex and difficult civil engineering work involving the design, inspection, or survey of construction projects, utilities or related engineering facilities; in some jurisdictions, may supervise staff performing civil engineering work and also do related work as required. Assign and prioritize civil engineering projects, provides guidance to subordinates in the performance of their work; analyze and interpret complex plans and specifications; inspect/lead in the inspection of the equipment, methods, procedures, supplies and materials used by the contractor to ensure compliance with design plans and specifications. Also, take the lead in the preparation of complex contract drawings, specifications, cost estimates and preliminary estimates for various engineering projects. Develop field engineering details involved in changes in plans, as-built plans, highly difficult and complex engineering mathematical computations and associated estimates. B Supervise with the work operations or functional programs and be responsible for effectively recommending the hiring, firing, promoting, demoting and disciplining of employees; for the completion of office and field surveys, inspections, investigations and materials test within areas relating to projects assigned to the department, agency or jurisdiction. Implement new technology that advances construction into ongoing construction projects. Review applications for demolition and inspect designated buildings to assess the degree of deterioration and ascertain the cost of rehabilitation of demolition under s grant or loan program. Participate in the design of building construction, utilities and other related facilities; have clear, sound, accurate and informative reports containing findings, conclusions and recommendations. Maintain essential records and files along with drafting correspondence pertaining to engineering programs and activities. A requirement of learning how to utilize various types of electronic manual recording and computerized information systems used by the office, agency or related units.
EDUCATION
Should be a graduate from an accredited college or university with a Bachelor's degree in Civil Engineering.
EXPERIENCE
Three (3) years of experience in Civil Engineering work.
LICENSE A
valid New Jersey Only Driver's license is required if operating a vehicle, rather than employee mobility, is necessary to perform essential duties of the position and may be required to posse a valid Professional Engineering (PE) license by the NJ State Board of Professional Engineers and Land Surveyors maybe substituted for the bachelor's degree in Civil Engineering.
KNOWLEDGE AND ABILITIES
Knowledge of the principles of civil engineering and of the procedures used in locating, planning and designing civil engineering projects, roadways, walks and drainage projects; engineering mathematics, including trigonometry and calculus, how to form, content and preparation of construction plans and specifications of the techniques used in preparing detail maps and charts and approved inspection techniques. Take lead and provide suitable assignments and guidance of subordinate employees. Design new utility installations, prepare specifications and to give authoritative advice to supervisory officers regarding the construction of new utility installations; prepare topographic maps, profiles and plans and to use such instruments as required to obtain the necessary data. Work with and assist in the operation of the field and office work of professional and non-professional employees who are assigned to assist in this work; apply basic engineering principles and techniques in plans, designs, charts, maps, specifications, estimates and reduce and plot field notes. The ability to learn to utilize various types of electronic/manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand and communicate in English sufficiently to perform duties of the position; recognize and identify problems in the administration of contract/grants, prepare reports and correspondence, also how to utilize various types of electronic/manual recording and information systems used by the agency, office or related units.
