Job Title:
Civil Engineer Job Description This Civil Engineer role focuses on land development and site design, with an emphasis on interpreting local ordinances, designing site infrastructure in AutoCAD Civil 3D, and preparing technical documentation for regulatory approvals. You will contribute to all phases of projects, from feasibility and design through permitting, construction support, and as-built documentation, while working within a collaborative, purpose-driven team environment. Responsibilities Interpret local subdivision and land development ordinances (SALDO), zoning regulations, floodplain requirements, and stormwater management ordinances to ensure compliant project designs. Design site grading, layout, roadways, and utility systems using AutoCAD Civil 3D, ensuring functional, cost-effective, and constructible solutions. Develop sanitary sewer and water system profiles, details, and related design documentation in accordance with applicable standards and regulations. Prepare detailed cost estimates and technical reports that meet local, state, and federal regulatory requirements and internal quality standards. Assist with stormwater management design, including calculations, modeling, and preparation of plans and details. Support erosion and sediment control design, including preparation of plans, details, and supporting documentation for regulatory review. Assemble and coordinate permit applications for local, state, and federal agencies, including but not limited to NPDES and PennDOT submissions. Conduct site analysis and feasibility studies to evaluate development potential, constraints, and infrastructure needs. Support land development permitting processes by preparing plans, narratives, and responses to agency review comments. Assist with PennDOT permitting, including preparation of plans, applications, and supporting documentation. Support construction-phase activities, including site inspections, responses to requests for information (RFIs), and review of shop drawings for conformance with design intent. Produce and submit accurate as-built record plans to regulatory authorities, incorporating field changes and final construction conditions. Collaborate with an integrated, cross-disciplinary project team, sharing ideas and contributing to innovative design solutions. Communicate effectively with internal team members and external stakeholders to clarify design intent, coordinate project tasks, and support timely project delivery. Essential Skills Bachelor's degree in Civil Engineering. Experience in civil engineering with a focus on land development and site development projects. Proficiency in AutoCAD Civil 3D for site grading, layout, roadway, and utility design. Ability to interpret and apply local SALDO, zoning, floodplain, and stormwater ordinances to engineering designs. Experience with land development design, including site layout, grading, and utility planning. Experience with land development permitting processes and requirements. Experience with stormwater management and erosion control design. Experience preparing sanitary sewer and water system profiles and details. Experience assembling permit applications for agencies such as NPDES and PennDOT. Ability to prepare cost estimates and technical reports that comply with regulatory standards. Strong analytical and problem-solving skills for site analysis and feasibility studies. Effective written and verbal communication skills for technical documentation and coordination. Strong attention to detail and commitment to producing accurate engineering plans and reports. Additional Skills & Qualifications Landscape architecture or land development is beneficial for site planning and design coordination. Experience with site analysis and feasibility studies to assess development constraints and opportunities. Experience with PennDOT permitting processes and requirements. Familiarity with land development permitting at local, state, and federal levels. Interest in cross-disciplinary learning and collaboration with integrated project teams. Job Type & Location This is a Contract to Hire position based out of Lancaster, PA. Pay and Benefits The pay range for this position is $25.00 - $32.00/hr.
