Job Title:
Civil Engineer / Site Designer Job Description This role focuses on the planning, design, and development of land development projects as a Site Designer (Civil Engineer). You will collaborate closely with multidisciplinary engineering teams to deliver innovative and sustainable site design solutions, including grading, stormwater management, utility infrastructure, roadway design, permitting, and construction administration. The position is ideal for an early-career civil engineer with a strong understanding of land development principles, regulatory requirements, and proficiency in AutoCAD Civil 3D. Responsibilities
+ Develop site layouts, grading plans, and roadway designs using AutoCAD Civil 3D.
+ Design stormwater management systems, including drainage infrastructure and erosion and sediment control measures.
+ Prepare utility layouts and profiles for water, sanitary sewer, and storm sewer systems.
+ Assist with hydrologic and hydraulic analyses, engineering calculations, and technical reports.
+ Research and interpret zoning ordinances, subdivision and land development (SALDO) requirements, floodplain regulations, and stormwater management standards.
+ Prepare permitting packages for local, state, and federal agencies, including NPDES, Chapter 105, sewage planning, and utility permits.
+ Provide construction administration support through shop drawing reviews, responses to requests for information (RFIs), site observations, and contractor coordination.
+ Prepare as-built plans and project closeout documentation for completed projects.
+ Collaborate with project managers, engineers, municipalities, and clients throughout the entire project lifecycle.
+ Apply land development skills to create site and utility designs in AutoCAD Civil 3D, develop stormwater management solutions, design water and sewer infrastructure, and obtain municipal and environmental permits.
+ Support project coordination efforts to ensure designs are technically sound, compliant with regulatory requirements, and successfully executed from initial design through construction.
+ Contribute to construction observation services and field inspections as needed to verify design intent and quality. Essential Skills
+ Bachelor's degree in Civil Engineering or a closely related field. + 0-5 years of experience in land development, site design, or civil engineering.
+ Proficiency with AutoCAD Civil 3D for site, grading, roadway, and utility design.
+ Understanding of stormwater management, grading, drainage, and utility design principles.
+ Ability to interpret municipal ordinances, subdivision and land development regulations, and permitting requirements.
+ Strong technical writing skills with experience preparing engineering reports and documentation.
+ Excellent organizational skills with the ability to manage multiple tasks and deadlines.
+ Strong verbal and written communication skills for effective collaboration with internal teams and external stakeholders.
+ Solid problem-solving skills and attention to detail in design and analysis work.
+ Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook.
+ Core expertise in land development and site design, stormwater management, utility design (water, sewer, drainage), and permitting and regulatory compliance. Additional Skills & Qualifications
+ Experience with engineering software such as Hydraflow, Storm Sewers, HEC-RAS, HEC-HMS, or similar hydrologic and hydraulic modeling tools.
+ Knowledge of NPDES permitting processes, erosion and sediment control practices, and Pennsylvania land development regulations.
+ Exposure to construction administration, including field inspections and construction observation services.
+ Background in civil consulting, municipal engineering, environmental engineering, or land development is highly transferable to this role.
+ Experience with site development and municipal engineering projects.
+ Familiarity with grading and drainage design and water resources engineering.
+ Experience with technical report writing and project coordination.
+ Knowledge of MicroStation or similar CAD platforms is beneficial.

Job Type & Location This is a Contract to Hire position based out of Lancaster, PA. Pay and Benefits The pay range for this position is $25.00 - $32.00/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
