Municipal Civil Engineer (Project Manager, Project Engineer, Design Engineer) Job Description This role offers the opportunity to join a growing municipal civil engineering team with multiple openings at the Project Manager, Project Engineer, and Design Engineer levels. You will support and lead municipal engineering projects, including subdivision and land development reviews, stormwater and drainage design, public works design, and permitting activities across Pennsylvania and New Jersey. The position focuses on serving as a trusted municipal consultant, delivering high-quality technical work, and contributing to the expansion of public, private, and municipal projects within a collaborative, multi-office environment. Responsibilities Serve as Township or Borough Engineer, acting as a primary or supporting municipal consultant for assigned clients. Represent municipal clients by attending and actively participating in municipal meetings, presenting engineering findings, and responding to technical questions. Manage and review subdivision and land development plans for conformance with municipal and local ordinances, including zoning, grading, stormwater, escrow accounts, and construction administration requirements. Oversee and perform stormwater management design, including detention basin rehabilitation, drainage plan development, erosion control measures, and infrastructure improvements. Lead and support public works design projects, including municipal infrastructure rehabilitation and related civil engineering tasks. Assist with and coordinate various state and local permitting processes, including preparation and submission of permit applications such as NPDES and other regulatory approvals. Prepare clear and comprehensive technical reports, including technical memoranda, feasibility studies, engineering assessments, and design reports. Provide construction support services, including contract administration, project coordination, permitting support, and budget management for municipal projects. Perform project management duties, ensuring that schedules, budgets, and quality standards are met for municipal engineering assignments. Review subdivision plans, utility plans, and site development plans submitted by developers for compliance with applicable codes and municipal requirements. Perform site and civil design tasks, including site grading, site layout, stormwater design, drainage, erosion control, and related civil engineering design work. Support MS-4 Programs, including Pollution Reduction Plans (PRPs), on behalf of municipal clients, ensuring regulatory compliance and documentation. Contribute to municipal account management by helping to retain and develop client relationships in a primary or backup role. Develop and maintain strong client relationships by delivering responsive, high-quality municipal engineering services. Participate in business development activities to facilitate growth in municipal and utility engineering, including identifying opportunities, securing new municipal clients, and expanding services to existing clients. Collaborate with colleagues across multiple offices to share expertise, coordinate project work, and support a cohesive team environment. Essential Skills Bachelor of Science in Civil Engineering or equivalent degree.
For Municipal Project Manager roles:
12-15 years of experience in municipal engineering, including municipal client representation, subdivision and land development plan review, stormwater and drainage plan review, MS-4 Programs (including PRPs) on behalf of municipal clients, and public works design.
For Municipal Project Engineer roles:
7-10+ years of experience in municipal engineering, including municipal client representation, subdivision and land development plan review, stormwater and drainage plan review, MS-4 Programs (including PRPs) on behalf of municipal clients, and public works design.
For Municipal Design Engineer roles:
minimum 2 years of experience in municipal design and/or municipal plan reviews. Registration as a Professional Engineer (PE) in Pennsylvania for Municipal Project Manager roles. Registration as a Professional Engineer in Pennsylvania for Municipal Project Engineer roles. Strong knowledge of municipal engineering practices, including subdivision and land development, stormwater management, grading, drainage, and public works design. Demonstrated experience reviewing development plans for conformance with local ordinances, including zoning, grading, stormwater, escrow accounts, and construction administration. Proficiency in civil engineering design principles related to site development, stormwater systems, drainage, wastewater, and municipal infrastructure. Experience preparing technical reports, feasibility studies, engineering assessments, and design documentation. Experience providing construction support services such as contract administration, project coordination, permitting, and budget management. Ability to represent municipal clients in public meetings and effectively communicate technical concepts to non-technical audiences. Strong project management skills, including organizing tasks, managing timelines, and coordinating multiple stakeholders. Additional Skills & Qualifications Some experience with AutoCAD Civil 3D is preferred for all levels. Experience with civil design software tools such as AutoCAD, Civil 3D, and HydroCAD is beneficial. Familiarity with NPDES permitting, stormwater design, erosion control, and drainage plan development. Registration as an Engineer-in-Training (EIT) is preferred for Design Engineer roles. Business development experience and/or existing municipal client relationships are strongly preferred for Municipal Project Manager roles. Prior experience with municipal account management in either a primary or backup role. Experience in site plan and site design for land development and municipal projects. Strong written and verbal communication skills, including the ability to prepare clear, concise technical reports and correspondence. Ability to work collaboratively with multidisciplinary teams across multiple office locations. Motivation to contribute to the growth of public, private, and municipal work in Pennsylvania and New Jersey. Work Environment The role is based within a multi-office municipal engineering firm with locations in Pennsylvania and New Jersey. The Warrington office is a large, established facility where each team member has a private office, providing a quiet and focused work setting. The Malvern office offers a newer, modern workspace, while the Easton office provides a smaller, close-knit environment. The organization maintains a total staff of approximately 90 people distributed across its offices, including both field and administrative personnel, fostering collaboration and shared expertise. Team members typically work in a professional office setting using standard civil engineering tools and technologies, including AutoCAD Civil 3D and related design and analysis software. The firm is actively bidding for and winning projects against larger regional and national competitors and is focused on expanding its public, private, and municipal project portfolio in Pennsylvania and New Jersey. Job Type & Location This is a Contract to Hire position based out of Easton, PA. Pay and Benefits The pay range for this position is $31.25 - $62.50/hr.
