Modular Unit:
- Provide technical assistance to code enforcement officials, elected officials, building design staff, and other parties with an interest in the Uniform Code, the technical standards referenced therein, and the regulations pertaining to the enforcement thereof.

- When assigned as a special task, prepare and submit written reports which provide in-depth technical discussion of the underlying safety principles pertaining to selected provisions of the Uniform Code.
- When assigned as a special task, support regional services technical staff requesting assistance with variance petitions by performing research, evaluation of the subject petition, and preparation of a written summary of findings. When requested, attend hearings to assist the board with questions regarding circumstances associated with the petition.
- When assigned, represent the Department of State at meetings, speaking engagements, and official functions.
- Coordinate day-to-day processing and scheduling of applications and fee payments for factory-manufactured home approvals, keeping unit director informed of progress. Assist in maintaining approval files, reports, and accounting records.
- When assigned, perform on-site factory evaluations of modular building manufacturers for conformance with applicable regulations. Prepare correspondence which communicates nonconformances to the manufacturers and quality assurance agencies.
- Conducts oneself while on official duty or while reasonably identifiable to the public as an employee of the Department of State with integrity and in a positive and professional manner consistent with state laws, regulations and policies, and Department and Division written policy.
Code Development Unit:
- Preparing and reviewing proposed written technical changes to New York State's codes and the International Model Codes and making presentations on the technical proposals.
- Assist in updating the technical requirements, guidance documents, and papers for the New York State's Uniform Code, Energy Code, and other regulations.
- Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, for local government programs in the administration and enforcement of The Uniform Fire Prevention and Building Code (the "Uniform Code") as well as the State Energy Code.
- Assist in providing technical support across the state as assigned. Technical support in the form of technical assistance, training, and potentially direct enforcement as assigned.
- Evaluate highly technical code and building science questions and develop a detailed, comprehensive, and accurate response. Ensure that the content of verbal responses is comprehensive, accurate, explains the material clearly and concisely.
- Provide support and direct subordinate staff in the form of plan reviews, inspections, and responses to questions concerning the proper application of the codes. Ensure the support provided is technically accurate and provided in an effective manner.
- Review local laws and ordinances governing building construction. Reviewing and analyzing more restrictive local standards to the Uniform Code and reports received from local governments.
- Deliver technical support and code training on-line, and in large groups (300-400 students) to ensure the training is delivered properly, accurately, and professionally. Mentor and collaborate with other staff in their performance and presentation of the class material and provide guidance on how they can improve their delivery and meet the intended goals of the training.
- Determining if local governments are properly enforcing the code and if not, determine the best course of action to assist them in doing so.
- Reviewing and evaluating building permit applications and building construction plan reviews.
- Inspection and evaluation of construction work and code compliance being completed by others.
- Advising local governments on how to incorporate best practice into their code enforcement program.
- Supervising subordinate staff within the Unit.
- When requested, performing Inspections associated with the Division's responsibility to manage the Disaster and Emergency Response support statewide.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of theNY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired underNY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in anNY HELPS
title, employees may take part in any promotion examination for which they are qualified. The minimum qualifications for Non-Competitive appointment are: A New York State Professional Engineer's license and current registration and a qualifying bachelor's degree or higher as listed below; or a New York State Professional Engineer's license and current registration and one year of full-time qualifying engineering experience as listed below.Qualifying degrees:
Architectural Engineering, Architectural Engineering Technology, Building Engineering, Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience:
