GEI's Bakersfield, California office is currently seeking a Civil Engineer / Water Resources Engineer with a background in civil, agricultural, or water resources engineering. This individual will support and, depending on experience, lead field and engineering planning and design efforts related to agricultural water systems, irrigation district facilities, water resource facilities, and water conveyance infrastructure for clients in Kern County, the Central Valley, and Southern California. Project work may include canals, pipelines, pump stations, wells, groundwater recharge and recovery facilities, turnouts, and related civil infrastructure serving irrigation districts, agricultural water districts, groundwater sustainability agencies, municipal agencies, public works departments, and other water resources clients. Responsibilities may include preparing and overseeing design reports, engineering drawings and specifications, project cost estimates, permitting and agency coordination support, and engineering support during construction. Essential Responsibilities & Duties Provide technical oversight and design expertise for agricultural water, irrigation district, water conveyance, groundwater recharge/recovery, and related civil infrastructure projects, including canals, pipelines, pump stations, wells, turnouts, and recharge facilities. Support and/or oversee development of project scopes, fees, technical reports, plans, specifications, bid documents, schedules, and engineer's estimates for multiple concurrent projects. Perform and review engineering analyses, including hydraulic, hydrologic, civil site, water conveyance, constructability, and cost-related evaluations. Review and evaluate design and construction practices for quality, constructability, cost, schedule, operability, and compliance with applicable standards and client requirements. Provide construction-phase oversight, including construction observation, administration, field coordination, RFI/submittal support, and construction management support for water resources, agricultural water, and civil infrastructure projects. Develop, monitor, and manage project implementation plans, schedules, budgets, deliverables, and internal quality control processes. Coordinate with internal project teams, external clients, agencies, contractors, and subconsultants, and attend or lead project meetings as appropriate. Support other areas of work including grant application development and planning. Mentor, supervise, and provide technical review for engineers, technicians, designers, and other technical staff, as appropriate for the candidate's experience level and project role. Support and/or lead business development activities, including client relationship development, proposal preparation, and contributions to Bakersfield office and water resources practice growth. Travel to other offices and project sites as required, including temporary field assignments and occasional overnight travel. Minimum Qualifications Registered Professional Engineer in California. 8-15+ years of professional experience. B.S. degree in Civil Engineering or related field. M.S. degree a plus. Experience with detailed design, plans, and specification preparation Excellent written and oral communication skills and be able to work well alone and in a team atmosphere with experience supervising, supporting and directing staff and meeting deadlines. Demonstrated ability to supervise and review other people's work. Demonstrated ability to build strong client relationships and desire to obtain new business. Willing to travel on temporary assignments as necessary, including field assignments. Valid driver's license. We are GEI.
