Project Solutions Inc. is seeking a highly motivated and detail-oriented licensed Professional Civil Engineer responsible for managing a variety of civil construction projects specific to highways and bridges involving FHWA projects and standards. The ideal candidate will bring strong analytical and technical expertise, with the ability to work independently while effectively collaborating across multidisciplinary teams. This role will play a key part in supporting ongoing contracts and contributing to PSI's construction management and owner's representative services.Responsibilities and Duties:
Identify and develop scopes of work and/or performance work statements in support of client's project requirements. Support the client in planning, directing, and coordinating design and construction phase activities. Provide technical and project management guidance to the client to support successful project execution. Prepare independent cost estimates and perform technical analysis of contractor proposals to support the client during negotiations. Reads, interprets, and understands the construction contract plans and specifications. Review design documents and proposed changes for technical accuracy, constructability, and compliance with contract requirements. Provide technical and project management guidance to the client to support successful project execution. Proactively identify risks, potential issues, and schedule impacts; develop and implement mitigation strategies. Review critical path and bar chart schedules for compliance with construction contract and reasonableness; anticipate and mitigate delays; and perform Critical Path Method (CPM) analyses to evaluate time impacts including Time Impact Analysis. Ensure field inspections by on-site staff verify that work is performed in accordance with contract documents, quality standards, and safety requirements. Review daily reports and pay applications to ensure contractor performance adheres to scope, schedule, and budget. Review and evaluate contractor pay applications for accuracy and alignment with completed work. Develop, manage, and track project budgets, including forecasting and funding strategies. Support business development efforts by contributing to proposals, technical approaches, and client engagement activities to help secure new civil infrastructure and construction projects. Lead and facilitate project meetings, ensuring clear communication, documentation, and follow-up on action items. Maintain project documentation, including logs, reports, and records to support project controls and compliance.Labor Compliance & Safety Enforcement:
Verify job site postings are maintained; and monitor safety compliance, including reviewing Accident Prevention Plans and reporting unsafe activities in the field. Ensure compliance with federal contracting requirements, including contract administration in accordance with FAR and applicable agency policies.Required Education, Knowledge and Skills:
Education/Certification:
Bachelor's degree in Civil Engineering. Professional Engineer (PE) license. Construction Quality Management (CQM) for Contractors and OSHA 30-hour training (current -or- completed within 30 days of hire).Experience:
Minimum five (5) years of progressive experience in civil engineering, construction management, or project management on federal highways, roads, and bridge projects. Minimum three (3) years of direct work experience involving Federal Highways Administration projects and standards on federal or state administered projects. Experience supporting federal, state, or local government projects preferred, with familiarity in applicable procedures, reviews, and approval processes. Strong knowledge of construction means and methods, materials, and field practices. Experience with construction phase services, including submittals, RFIs, inspections, and contractor coordination. Experience reviewing contractor cost proposals, change orders, and pay applications preferred. Experience maintaining project documentation and official records in a structured environment.Key Attributes & Skills:
Ability to read, interpret, and coordinate Engineering plans, specifications, and contract documents. Familiarity with applicable codes and standards (local, state, and federal). Strong written and verbal communication skills, including experience preparing reports, correspondence, and presenting to clients and stakeholders. Ability to manage multiple tasks and priorities across concurrent projects. Valid driver's license required. Strong analytical and problem-solving capabilities Proficient in interpreting technical drawings, plans, and schematics Self-motivated, with the ability to work independently with minimal supervision High attention to detail; committed to accuracy and compliance with procedures Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); strong general computer literacy What Does PSI Offer You?
