Tetra Tech is seeking a qualified Engineering Liaison to support the Directorate of Public Works (DPW), Engineering Division at Fort Huachuca, Arizona. The Engineering Liaison will serve as the primary technical point of contact between DPW Engineering Division and United States Space Force (USSF), providing technical liaison, design and construction review, and project status reporting services. The role supports the design, construction, and renovation of USSF facilities and ensures full compliance with Fort Huachuca, Army, and applicable regulatory codes and standards throughout the project lifecycle, from design inception through construction completion and turnover. Filling this position is contingent upon successful award of contract.

Your Role:
Act as Engineering Liaison for Army Fort Huachuca Department of Public works to United States Space Force facilities construction/renovation on the Fort Huachuca installation. Ensure seamless integration and adherence to installation standards via project management and construction management support services. Facilitate communication between stakeholders and ensure the new facility's design and construction comply with all applicable Army, Fort Huachuca, and Arizona codes, standards, and requirements. Perform design and construction review, act as technical liaison, and provide project status reporting services. Act as the primary technical point of contact between Directorate of Public Works Engineering Division and USSF.
    Project Integration & Advisory Services:
    Act as the primary technical point of contact between DPW Engineering Division and USSF. Facilitate communication among stakeholders, organize and document meetings, and provide ongoing technical guidance to resolve project issues and ensure alignment with installation standards and requirements between all parties including DPW Engineering, USSF and Tetra Tech.
      Technical Review & Deliverable Development:
      conduct detailed technical reviews of all design submissions (35%, 65%, 95%, and 100%) and construction submittals. Verify compliance with applicable codes and standards. Develop scopes of work and independent cost estimates as required.
        Construction Monitoring & Oversight:
        Monitor construction progress and quality to verify compliance with approved design documents and Fort Huachuca standards. Participate in final onsite inspections to include specialty and unique projects. Conduct inspections of facilities to ensure structural adequacy. Collaborate with contractors and manufacturers to address construction and equipment issues as they arise and provide weekly construction status reports
          Project Reporting:
          provide comprehensive project status reports that track schedule, risks, and compliance issues.
          • Work in a safe manner at all times and report all health and safety incidents and concerns.
          • Additional duties as required.
          Qualifications:
          Required Qualifications:
          • Bachelor's degree in Civil Engineering, Construction Management or related field.
          • Top Secret/Sensitive Compartmented Information security clearance. An interim Secret security clearance is acceptable upon starting, but the full TS/SCI must be obtained within six months of employment.
          • Broad professional knowledge of engineering theories, concepts, principles, standards, and methods applicable to military construction projects.\
          • Knowledge of energy conservation principles, pollution control standards, and requirements for the preservation of historic sites.
          • Strong communication skills in English, both written and spoken, for preparing and presenting plans, designs, reports, and recommendations.
          • Ability to travel up to 25%.
          • Familiarity with DoD/DoW standards, codes, and regulations related to construction projects.
          • Proficiency in reviewing and analyzing plans and specifications prepared by external agencies.
          Preferred Qualifications:
          • 10+ years' experience as a construction project manager.
          • Project Management Professional (PMP) certification.
          • Professional Engineering (PE) license
          • Experience on projects involving structural, hydrologic, traffic, sanitary, utility, and foundation construction systems.
          • Experience coordinating with architects and engineers from other disciplines to ensure project compatibility.
          • Ability to work on-site in a desert environment with exposure to heat, high elevations, and confined spaces.
          This position requires the candidate to be a U.S. Citizen due to the projects they will be working on.
          Background Check:
          This position requires a Top Secret Security Clearance and be eligible for access to Sensitive Compartmented information (SCI). Candidates must be willing to submit to and pass any required counterintelligence, up to polygraph examinations if required, as a condition of obtaining and retaining special program access.
          Physical Demands:
          Regular and recurring physical exertion including walking, standing, bending, and climbing during inspections is expected. Frequent lifting of moderately heavy items (less than 50 pounds) is possible. Exposure to moderate risks and discomforts such as heat and confined spaces during the course of construction inspections is expected.
          Work Environment:
          Candidates must have the ability to work on-site in a desert environment with exposure to heat, high elevations and confined spaces. Work environment includes construction sites, specialized military installations and offices.
          Language & Communication Skills:
          Must be able to read, write, speak, and understand the English language to effectively carry out all contract requirements. Command is required of both the written and spoken English language to properly, clearly, and effectively communicate in person or via electronic devices (telephone or email) with co-workers, customers and the general public. This position is contingent upon contract award.
