Description Position Summary The Project Engineer (Planning)isresponsible formanaging planningprojectsandproviding technical support to the activities related totheDistrictsplanning andcapital improvement programs (CIP)function. The Districts Planning/CIP function leads the water and wastewater systems master planning and capital program portfolio development (identify,defineand implement capital projects), communicates and collaborates with Member Cities,Customersand other agencies to plan future needs, and provides technical support to engineering and operations departments on capital projects and system operations. Job Responsibilities Assembleand preparepopulation and demandprojectionsfor regional facilities for water,wastewaterand solid waste systems. Maintain databases of information on historical flow/tonnage data for the regional water,wastewaterand solid waste systems. Perform modelanalyses for master planning efforts for regional water and wastewater systemsand provide recommendations on capital improvements. Manage,developand review planning studies for request for service in water,wastewaterand solid waste systems for groupsof cities, single cities, and portions of single cities. Reviewand processnew project nominations and validationsfor water, wastewater and solid waste systems,create and update cost estimates, andincorporate new projects into theCIPusing project management software. Prepare reports for planning status and for updatestotheCIPand presentfindings and recommendations to interested parties. Participate in project design review meetings and construction progress meetingsand provide technical support as needed. Provide technical support for Customer contracts development. Perform other relevant water, wastewater and solid waste planningtasksassignedby the supervisor.
Job Requirements Education & Experience:
Degree in Civil, Environmental, Mechanical, Electrical Engineering, or other related engineering field received from an accredited college or university. Possession of a Professional Engineering registration for a minimum of two years or a minimum of 6 years progressive experience in project management of water and wastewater infrastructure. Possession of a Texas Professional Engineer (PE) license, or current licensure as a Professional Engineer in another state and the ability to obtain Texas PE licensure within six (6) months from the date of hire. Experience in water/wastewater process, treatment, pumping, collection (wastewater), transmission (water) pipeline design and construction; or electrical experience with medium voltage and low voltages systems. Experience utilizing engineering design and project management software.
Knowledge, Skills & Abilities:

Experience utilizing engineering design and project management software. Environmental and Physical Working Conditions Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state. Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
