Full Job Description SUMMARY:
Works proactively under general guidance of the County Engineer within the Public Works Department. A primary function(s) of this position includes, but is not limited to: work of a technical nature requiring special skills pertaining to civil engineering in connection with the investigation, location, design, construction and maintenance of County and Township road and bridge projects.
ESSENTIAL JOB FUNCTIONS
Performs in the capacity of resident engineer or inspector as needed, ensuring projects adhere to plans and specifications. Obtains representative samples of construction materials and performs field and laboratory tests.
Specialized Testing:
Performs Quality Assurance testing on Portland Cement Concrete (PCC), Hot-Mix Asphalt (HMA), and Soils/Earthwork to ensure compliance with IDOT standards. Reduces survey notes; plots cross-sections, detail drawings, plan profile sheets, and right-of-way plats. Computes areas and quantities for various projects and maintains the Department's statistical information and maps. Prepares plans, special provisions, and estimates. Assists in field studies of vehicle usage and traffic patterns. Assists in preliminary and construction surveys. Each Rock Island County employee is responsible to engage in periodic activities that include, but are not limited to: (a) County-wide risk management/safety training, and (b) departmental educational training, and/or (c) evaluation/physical improvement of departmental physical assets that prevents, reduces, or corrects safety hazards
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
Accountability:
Ability to make sub-professional engineering decisions. Knowledge of basic trigonometric and curve data tables and usage. Expertise in the use and care of survey instruments. Understanding of construction plans, specifications, and the

Geometric Design of Highways and Streets Manual.
Manual Proficiency:
Strong working knowledge of State of Illinois manuals, including: Construction, Design, Drainage, Administrative Policies, and Standard Specifications for Road and Bridge Construction.
Mental and Physical Requirements:
Work is performed primarily outdoors and requires climbing, bending, stooping, kneeling, twisting, reaching, lifting, and walking. Requires finger dexterity, repetitive motions, and visual acuity. Ability to work in an environment with frequent interruptions. Strong oral and written communication skills.
Minimum Qualification Requirements:
Education:
Associate Degree with a concentration in engineering or related field (Required). Bachelor's Degree in Civil Engineering or related field (Desired).
Experience:
Five to ten years in the Civil Engineering field required.
Other Requirements:
Possession of a valid driver's license.
IDOT QMTP
Certifications:
PCC Level
I/II, HMA
Level I/II, and S-33 Soils Field Testing and Inspection.
Pay:
$61,000.00 - $66,000.00 per year
