  • Full-time Job Summary Provide detailed engineering support to the GIS Coordinator, Project Engineer, and Director of Engineering.
This position will provide assistance to the Project Engineer by performing plan and specification reviews for both capital improvement projects (CIP) and private development projects. Assisting of logging, scanning, and coordination of construction document reviews, and perform periodic construction inspections. Principal Duties and Responsibilities This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent Review plans and specifications for both CIP and private development projects to ensure conformance with city standards and general engineering practice. Attend Development Review Committee meetings and coordinate construction document progress with city staff and applicants. Update and help maintain the maintenance of the Engineering Department's project databases. Coordinate and track TxDOT utility and construction permits. Perform Construction Inspections on an as-needed basis. Scan and log plan review markups, approved plans, As-Builts, plats, and easements. Prepare maps and exhibits on the City's Geographical Information System (GIS). Assist with in-house surveys and site investigations. Assist city staff, development community, other agencies, and general public with record data requests. Must have the ability to make sound decisions, use good judgment, and communicate clearly. Provide construction document reviews and project management for the development services functions of the department. Ensure projects adhere to city, state, and federal design standards and specifications, project schedules, and budget. Provide assistance to the GIS Coordinator by scanning and logging As-Builts, plats, and easements. Produce maps and exhibits on GIS Assist various city staff, development community, other agencies, and general public with record data requests. Perform other duties as may be assigned.
Minimum Qualifications, Experience, and Abilities:

Certification and Experience Required:
Bachelor of Science degree in civil engineering, construction science, or related degree from an accredited college or university. Active State of Texas certified Engineer in Training (EIT) with at least one (1) year of increasingly responsible experience in the Civil Engineering field preferred. Valid Texas Class C Driver's License.
Required Knowledge, Skills and Abilities:
Ability to read and interpret civil construction plans, standard specifications, and survey data; Knowledge of standard design, construction, materials, testing, and workmanship of water, sanitary sewer, drainage, and paving infrastructure; Current methods, equipment, and materials used in land development construction. Proficient in skills with personal computers, spreadsheets, and AutoCAD release 2021 or greater. Ability to establish and maintain effective and positive working relationships with the public, public officials, contractors, and other city staff; GIS and database experience preferred; Must be detailed oriented with good interpersonal skills; Ability to maintain regular and predictable attendance;
Machines, Tools, Equipment and Work Aids:
Computer and related software (including AutoCAD, GIS, e-mail, spreadsheets, and word processors), copier, large format scanners, vehicle, level, engineering scale, measuring tape/wheel, mil gauge, camera, calculator. Steel toe shoes, hard hat, safety vest, ear protection, safety glasses.
Special Requirements:
Work requires the occasional direction of helpers, assistants, seasonal employees, interns or temporary employees Physical and Environmental Conditions Physical requirement includes occasional lifting/carrying of 20 pounds, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. Working conditions are primarily inside an office environment with occasional exposure to construction sites. With budget approval, the City contributes 100% of the cost for employee only coverage and contributes a portion of the cost of dependent coverage.

Coverage:

Long Term Disability Insurance:
With budget approval, this is a City paid benefit for employee only coverage. Terms apply.
Longevity:
With budget approval, employees earn $4.00 per month for each complete full month of continuous service. The employee must complete one full year of employment to be eligible. Maximum benefit is $1,200 annually.
Voluntary Life Insurance:
The employee may elect up to five times their base annual salary with a maximum of $250,000. Coverage for spouse and dependent children is also available for purchase. Terms apply.
Voluntary AD&D:
The employee may elect up to ten times their base annual salary with a maximum of $500,000. Terms apply.
Voluntary Short-Term Disability:
The employee may elect up to 60% of their base weekly salary with a maximum weekly benefit of $1,000. Terms apply. Texas Municipal Retirement System (TMRS): This mandatory retirement plan requires each employee to contribute 7% of their gross salary to the plan and the City matches contributions 2 to 1. An employee becomes eligible to retire with 20 years of service or with five years of service at a minimum of age 60.
Optional Deferred Compensation:
The employee may contribute to a 457 plan through Mission Square Retirement.
Social Security:
Current rate is 6.2% for both employee and employer
Medicare:
Current rate is 1.45% for both employee and employer. Vacation
  • 12 days annually during first five years of employment (accrued monthly) Sick Leave
  • 12 days per calendar year (accrued monthly) Holidays
  • 14 holidays plus two floating day
