(TRG) is seeking an ASN Energy Policy and Program Subject Matter Expert (SME) to support ODASN(E) in execution of ASN(EI&E) priorities. This position supports policy development, program execution, and statutory reporting requirements in accordance with PWS Part 5. The SME operates in a high-tempo Secretariat environment, supporting senior leader decision-making, Congressional tasking, and enterprise-level energy and resilience initiatives.
Location:
Onsite at the Pentagon, Washington, DC (limited hybrid potential based on Government space availability)
Hours:
0800 to 1630, Monday - Friday (may flex based on Government mission requirements)
Travel:
Contractor travel is anticipated throughout the period of performance
Clearance:
Active SECRET clearance required

Key Responsibilities:
Support development, analysis, and implementation of energy and water policies aligned to Title 10 authorities and Department of the Navy priorities Provide analytical support for statutory programs, including identification, validation, and tracking of energy savings and reinvestment actions Develop and review Congressional RFIs, senior leader briefings, policy memoranda, and formal correspondence Support financial and program reporting requirements, including AEPRR and other statutory deliverables Conduct program analysis to assess performance, risks, and alignment with mission requirements Coordinate across ASN(EI&E), OPNAV, NAVFAC, CNIC, and Marine Corps stakeholders to synchronize policy and execution Support working groups, taskers, and short-suspense actions in a dynamic operational environment Apply data analytics and visualization techniques to support reporting, dashboards, and decision support
TechnologySystems Familiarity:
Microsoft Office Suite (Word, Excel, PowerPoint, Teams) Familiarity with data analytics and visualization tools such as Power BI or Tableau Understanding of data workflows including normalization, cleansing, integration, and reporting Government data systems and enterprise reporting environments
Required Qualifications:
U.S. Citizenship is required. Active SECRET clearance required Bachelor's Degree in a relevant field is required. Minimum of seven (7) years of relevant experience is required. Experience supporting DOW energy, policy, or program environments is required. Familiarity with Title 10 energy authorities and enterprise-level reporting is required. Strong analytical, writing, and communication skills is required.
