ABOUT THE VILLAGE

The Village of Homer Glen is seeking an experienced and team-oriented professional to serve as its Senior Program Manager/Civil Engineer. The Village of Homer Glen is a home-rule community which operates under the Village-Trustee form of government which includes the professional staff, Board of Trustees (six members), Village Clerk, Village Manager, and Village President, commonly referred to as Mayor. The Village was officially incorporated on April 17, 2001. Homer Glen's incorporation reflects a strong community commitment to preserving its character and guiding future development. Homer Glen currently has an estimated population of 24,481. As a relatively young community, Homer Glen offers a balanced mix of open space, established residential neighborhoods, and expanding commercial areas. The Village actively enhances residents' quality of life through recreational programming and community events. The Village of Homer Glen is located in northeastern Will County, approximately 25 miles southwest of downtown Chicago. The Village benefits from two interchanges along I 355 on its western boundary, providing convenient access to major regional expressways and Chicago-area airports. Homer Glen is one of the largest municipalities in Will County by land area, currently encompassing approximately 22 square miles, with the potential to expand to roughly 25 square miles.

ABOUT THE POSITION

Under the direction of the Village Manager, this position manages and directs municipal engineering activities including planning, supervision, operation, and design of projects and programs; performs and supervises technical analyses, often with public presentations; supervises Development Services Department's staff members to achieve identified goals; reviews development proposals regarding site development impacts.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Serves as primary engineering contact for the Village's engineering issues.
• Reviews and approves all plans and specifications submitted by developers, contractors, and engineers to ensure compliance with established drainage and grading requirements, conformance with codes and regulations, and applicability for perm its.
• Serves as the Village's Plat Officer, reviews all plats of survey, easement and right-of-way documents.
• Monitors complex and professional engineering work on projects that include environmental, structural, water, sanitary sewer, storm sewer, erosion control, street, and other technical facets of civil engineering.
• Determines applicable codes and requirements for assigned projects.
• Enforces municipal code of the Village when necessary; recommends appropriate changes to the Village Board and drafts Resolutions and Ordinances for their consideration.
• Develops engineering requests for proposals when the need for additional engineering assistance is required.
• Evaluates bids submitted for construction contracts, make recommendations for contract awards, and prepares associated documents for the Village Board's review.
• Prepares budget related to Development Services Department's projects for inclusion in the Village budget; controls and monitors department expenditures in relation to the Village budget.
• Attends Village Board and Committee meetings as assigned.
• Works collaboratively with the Public Works Department and other governmental agencies on engineering-related issues.
• Partners with Public Works Department roadway and drainage-related maintenance projects/work.
• Directs the Development Services Department's staff and participates in fieldwork as required.
• Reviews utility permits, making appropriate notations to ensure that the Village's best interests are protected.
• Maintains contact with consulting engineers, various federal and municipal agencies, and professional and technical organizations.
• Attends and conducts pre-construction meetings for new public improvements and Village projects.
• Participates in progress inspections and final inspections of Village developments and subdivisions for conformance with plans and specifications.
• Works closely with the Facilities Maintenance department for both park and bike trail construction and maintenance work.
• Oversees the maintenance of engineering records and prepares engineering reports.
• Serves as project manager for local, state, and federal funded projects.
• Performs field investigations.
• Prepares, submits and manages various grant applications and grant-related projects.
• Monitors construction and perform inspections related to sediment control and soil erosion.
• Manages the Village's JULIE program.
• Manages the Village's Street Light Maintenance program.
• Prepares correspondence to Village residents, commercial business owners, consulting engineers, IDOT, and other local and regional agencies as necessary.
• Performs related work as required.

QUALIFICATIONS

The ideal candidate for the position will possess:

• Bachelor's degree in Civil Engineering.
• Licensed Professional Engineer with the State of Illinois
• Minimum of 7 years of professional engineering design, plan review, and project administration experience, preferably in a public sector setting.
• Two (2) years of experience in a supervisory capacity.
• Knowledge of flood plain and wetland regulations strongly desired
• Valid Illinois Driver's license The ideal candidate will also demonstrate:
• Knowledge of the principles and practices of municipal and transportation engineering and the applicable laws and regulatory codes relevant to the construction and design of public improvement projects.
• Knowledge of municipal government operations and organization.
• Knowledge of computers with experience in Microsoft Word, Excel, Outlook, and AutoCAD.
• Skilled in the operation of civil engineering instruments and equipment.
• Skilled in effective verbal and written communication.
• Ability to prepare written reports on engineering-related matters.
• Ability to maintain accurate engineering records.
• Ability to read, analyze and interpret engineering plans and specifications.
• Ability to present technical concepts or information in concise understandable terms.
• Ability to use quantitative skills; perform qualitative analysis.
• Ability to respond to inquiries from the Village Board, Village Manager, residents, business community, and regulatory agencies.
• Ability to make consistent, fair, and rational decisions.
• Ability to work efficiently under pressure with frequent interruptions.
• Ability to switch from one task to another.
• Ability to manage several large projects simultaneously.
• Ability to establish and maintain effective working relationships with fellow staff members, elected officials, volunteers, other agencies, and the general public.

HOURS AND COMPENSATION

The annual salary range established for this position currently is $105,000-$130,000. This is a full-time, exempt position, with excellent insurance, holiday, and paid time off benefits. Exact starting compensation will vary based on skills, training, and experience. Regular working hours are 8:00 a.m. to 4:30 p.m., Monday to Friday, with occasional night and weekend meetings, as needed.
