Job Description
Position Summary The Civil Superintendent - Water/Wastewater Construction is responsible for leading, directing, and overseeing field operations related to water/wastewater treatment plant construction, utility infrastructure, and associated civil work. This role manages day-to-day planning, coordination of site construction activities including underground utilities, concrete structures, process piping, site development, and heavy civil scopes. The Civil Superintendent will supervise field staff, subcontractors, and trade partners to ensure that work is completed safely, efficiently, on schedule, and within budget. This individual serves as a key point of contact for project planning, communication, coordination, and reporting throughout all phases of construction—from mobilization through commissioning and project close-out. Level is determined by performance, experience, project complexity, size, and value. Ensure project goals, objectives, and initiatives are met in alignment with the mission, vision, and values of Metcon. Typical candidates will have 8-15 years of experience in water/wastewater treatment plant construction in a supervisory role. ________________________________________ Job Description Lead, direct, plan, and oversee the safe and effective daily operation of water/wastewater construction activities on a single large project or multiple projects depending on size and complexity. The Civil Superintendent is responsible for planning the work, coordinating crews, subcontractors, and project teams to ensure proper installation of civil, and mechanical, electrical, I&C, and infrastructure related to water/wastewater treatment plant construction. This includes coordination of concrete structures, underground piping, lift stations, treatment facilities, structural foundations, site grading, and process systems. The Civil Superintendent will work closely with Client Plant Operations Personnel, project managers, engineers, inspectors, and field personnel to ensure project execution aligns with schedule, budget, and quality expectations. ________________________________________ Essential Functions Prior experience with the successful planning and execution of scheduled plant outages within an operating treatment plant Water/Wastewater Infrastructure Construction Civil & Underground Utility Construction Trade Partner Management Scheduling & Site Logistics Safety and Quality Management Field Communication & Documentation Financial Awareness (Cost Control / Forecasting) Preconstruction Planning and Project Closeout ________________________________________ Job Duties & Responsibilities Field Leadership & Team Management Set clear and attainable goals for field operations teams and hold team members accountable for safety, productivity, and quality standards. Lead and mentor field personnel while promoting a collaborative and highperformance jobsite culture. Build strong field teams through recruiting support, training, and professional development. Project Execution Lead and oversee wastewater construction operations including treatment plant components, underground utilities, concrete basins, pump stations, process piping, and site development. Plan daily construction activities with subcontractors, trade partners, and internal teams to maintain schedule and production goals. Monitor field productivity and ensure installation meets Contract engineering specifications and quality standards Scheduling & Coordination Assist in developing and maintaining the project schedule with particular focus on civil and water/wastewater infrastructure scopes. Plan and Coordinate construction sequencing between civil, structural, and mechanical trades. Manage site logistics including equipment movement, material deliveries, and staging areas. Contract & Scope Management Manage subcontractor scopes and ensure compliance with contract requirements. Maintain accurate field documentation including daily reports, inspections, RFIs, and change order coordination. Assist with punch list completion, commissioning preparation, and project closeout documentation. Preconstruction & Planning Support preconstruction efforts including constructability reviews, schedule development, and site logistics planning. Identify potential field challenges related to water/wastewater systems and develop mitigation strategies. Participate in the planning, development, and implementation of treatment plant outage work plans. Client & Stakeholder Relationships Maintain positive relationships with owners, engineers, inspectors, and regulatory agencies. Represent Metcon professionally during inspections, progress meetings, and site visits. ________________________________________ Leadership Expectations Promote a highly motivated and safe jobsite environment. Communicate clearly with project management and field teams. Maintain strong working relationships with owners, engineers, and subcontractors. Demonstrate strong decisionmaking abilities and proactive problemsolving. ________________________________________ Safety Management Ensure strict compliance with Metcon safety policies and project safety plans. Work closely with the Metcon Safety Director to maintain safe jobsite operations. Identify and correct jobsite safety hazards immediately. Lead and conduct regular safety meetings with field personnel and subcontractors. Ensure all personnel follow proper PPE and safety procedures. ________________________________________ Minimum Qualifications & Training Construction Management, Civil Engineering, or Construction Technology preferred, or an equivalent combination of education and field experience. Minimum 8 years of field supervision experience in water/wastewater treatment plant construction.. Valid Driver's License required and willingness to travel as required. Demonstrated leadership and team management skills. High level of emotional intelligence, integrity, and proactive problem solving.
