Tech Refresh , you'll lead the delivery of hardware modernization and foundational cybersecurity enhancements while helping deploy the next generation of this mission-critical system. Working alongside an international customer, you'll help deliver one of Lockheed Martin's premier international defense programs.
THE WORK
As the Engineering Project Manager (EPM), you'll lead the execution of a multidisciplinary engineering team responsible for delivering the UAE Tech Refresh. You'll oversee technical execution, engineering integration, schedule, and operational readiness while ensuring the successful delivery of mission capabilities from development through customer acceptance. In this role, you'll serve as both the engineering execution lead and first-line leader, partnering with program leadership, customers, and cross-functional engineering teams to deliver complex capabilities on cost, on schedule, and with the highest levels of technical quality.
PLEASE NOTE
This position requires a government security clearance at the Secret level; you must be a U.S. Citizen for consideration. This position is a full-time expatriate assignment based in the United Arab Emirates (UAE) and is 100% onsite . This position may require travel to customer locations throughout the UAE and occasional support for overnight or weekend integration and test activities.
KEY RESPONSIBILITIES
Lead the end-to-end execution of the UAE Tech Refresh engineering effort, ensuring technical delivery, schedule performance, and operational readiness. Direct cross-functional engineering activities spanning systems, software, hardware, cybersecurity, integration, and test to achieve program objectives. Oversee system integration, hardware build and configuration, factory acceptance testing, field deployment, and customer site acceptance activities. Manage engineering program performance using Earned Value Management (EVM), technical metrics, and milestone tracking to ensure successful program execution. Identify technical, schedule, and program risks while developing and executing mitigation strategies to maintain delivery commitments. Serve as the primary engineering interface with program leadership, customers, suppliers, and certification authorities to resolve issues and support customer success. Lead, coach, and develop a multidisciplinary engineering team of approximately 15-18 employees, supporting staffing, performance management, career development, and technical excellence.

Basic Qualifications:
  • Bachelor's degree in Engineering, Physics or related discipline, or equivalent experience.
  • Prior Engineering Leadership position with experience leading execution of complex development programs Strong communication, stakeholder engagement, and risk management abilities.
  • Extensive experience leading teams in generation of technical products with the ability to prioritize competing requirements and customer objectives Cultivates high-performing teams, nurtures talent, and resolves conflicts
  • An energetic, self-starter personality and attitude, with the desire to work in a dynamic fast-paced environment. Demonstrated team player and proven success working in cross-functional teams with strong interpersonal skills and an ability to build effective working relationships
  • Demonstrated hands-on experience in systems engineering/architecture, allocation & derivation of requirements, design & development, Integration & Test with a thorough understanding of the entire engineering product life cycle.
  • Demonstrated experience successfully leading engineering teams and programs through effective use of metrics, process, and tools
  • Ability to travel within the UAE to customer sites
Desired Skills:
  • Engineering experience on a C2 or IAMD program Experience working on international programs
  • Earned Value knowledge
  • Familiarity with automated CI/CD pipelines, containerization (Docker/Kubernetes), and Risk Management Framework (RMF).
  • Experience with network architecture, virtualization (VMware), and data center/rack integration. Background coordinating complex field deployments and installations at customer facilities.
  • Active Project Management Professional (PMP) or Lockheed Martin Control Account Manager (CAM) certification
  • Jira and Confluence experience
  • Experience coaching, mentoring, and developing the critical skills of others
  • Prior experience as a functional leader or Engineering Program Management; Providing technical leadership and strategic direction
  • Refining and growing existing processes, or developing new ones, to enable smooth functioning of the
