Hybrid in Jacksonville, FL or Norfolk, VA Why Join Crowley? This opportunity offers the chance to play an essential role in restoring America's Maritime dominance by partnering with the Maritime Administration's (MARAD) Ready Reserve Force.What You'll Do:
The Technical Manager supports the MARAD Ready Reserve Force (RRF) under the ship management contract by providing technical oversight, planning, and execution of maintenance, repair, and regulatory compliance activities. This role ensures vessels are maintained in accordance with contract requirements, funded appropriately through MARAD, and are ready to meet activation and mission expectations.Responsibilities Key Responsibilities:
Provide technical oversight of vessel maintenance, repair, and readiness activities across assigned vessels. Plan and support execution of shipyard periods, including drydock, repairs, and inspections. Coordinate with ABS, USCG, and other regulatory bodies to maintain class and certification requirements. Develop and review technical work packages, repair specifications, and scopes of work. Provide technical oversight of vessel maintenance, repair, and readiness activities across assigned vessels. Plan and support execution of shipyard periods, including drydock, repairs, and inspections. Coordinate with ABS, USCG, and other regulatory bodies to maintain class and certification requirements. Develop and review technical work packages, repair specifications, and scopes of work. Support development and execution of Approved Baseline Business Plans (ABBP) in alignment with MARAD funding. Understand and manage financial aspects of vessel maintenance, including cost estimates, budgets, and funding alignment. Ensure work is properly scoped, justified, and executed within approved MARAD funding. Monitor vessel condition and identify gaps, risks, and required corrective actions. Coordinate with Port Engineers, Program Managers, and Operations to align technical execution with contract requirements. Support vendor selection, technical evaluations, and oversight of contractor performance. Ensure all technical work is properly documented and aligned with contract deliverables. Track progress of technical work and provide clear status updates to internal and external stakeholders.Qualifications Education & Credentials:
Bachelor's degree in Marine Engineering, Naval Architecture, or related field preferred.Experience:
5+ years of maritime engineering, shipyard, or vessel operations experience. Experience with shipyard execution, drydock planning, and vessel maintenance programs. Working knowledge of ABS, USCG, and regulatory compliance requirements. Strong understanding of ship systems and marine engineering principles. Working knowledge of budgeting, cost control, and contract funding structures.Technical Skills:
