Job Description

I. General Summary of Overall Responsibilities Under the direction of the City Manager, the City Engineer will provide professional engineering advice and assistance on matters pertaining to the City's infrastructure comprised of roads, storm sewers, signage, lighting, sewer system, and buildings. Develops short and long-range engineering master plans for storm sewer improvements, transportation, and sanitary sewer system. Reviews and works closely with Planning Staff on the review of land development projects including site plans, plats, and planned developments. Responsible for preparation, oversight, management and implementation of multi-year capital projects and operating budgets. Supervises Engineering, Construction Inspection and Administrative staff with responsibility for employment-related decisions or recommendations that include hiring, discipline, training, and evaluating performance. Provides guidance to City management on use and oversight of outside contractors and/or consultants for various projects. II. Listing of Individual Duties and Responsibilities Essential duties and responsibilities include those listed below and may be supplemented, as necessary. Provides management and oversight in the preparations of construction plans, and engineering designs (including field surveys, rights-of-way acquisitions, agreements, easements, bids), and cost estimates for construction, maintenance, repair and extension of streets, drainage, storm sewer and sanitary sewer systems. and other construction projects as directed by the City Manager. Review and approve engineering standard details and policies. 2. Plans, organizes, and directs all activities of City's Engineering Division, including civil and traffic engineering, plan review, and construction inspection of capital projects. 3. Responsible for preparation of Engineering capital budgets. Assists other departments in budgeting capital projects along with operations and maintenance activities. Coordinates planning and engineering of interdepartmental capital improvement projects to ensure that projects are planned, designed, and constructed in a technically competent, safe and economical manner that meets quality, time and cost standards. 4. Maintains an ongoing liaison with local, state and federal agencies in regard to regulations, project funding, and project approvals. 5. Develops multi-year capital budgets for new roads, road rehabilitation, sewer and drainage improvements, and street paving projects. Responsible for updating the City's Long Range Transportation Plan. 6. Prepares plans and specifications for work performed by contactors and/or consultants and monitors work-in-progress, including estimating costs, approving payments, approving and/or purchasing materials, and coordinating schedules. 7. Recommend ordinances and revisions of City codes, as appropriate. 8. Review and recommend outside consultants and/or contractors for City projects. 9. Perform project administration and inspection for all capital projects. 10. Mediate and/or arbitrate contractual disputes between the City and consultants or contractors involved in capital projects. 11. Supervises staff with responsibility for employment-related decisions or recommendations that include hiring, discipline, training, and evaluating performance. 12. Develops and implements departmental operating budget and monitors costs to maintain budget integrity. 13. Interacts with a wide variety of groups, including citizens, neighborhood associations, civic organizations, private agencies, and government agencies. 14. Stays up to date in engineering field and attends seminars, workshops, and meetings to maintain professional certification. 15. Works closely with Public Works and Construction Inspection by providing engineering support for sewer, street and drainage maintenance, right of way maintenance, and residential and commercial development. 16. Attends the Board of Commissioners and Municipal Planning Commission meetings as needed or directed. 17. Represents the City on the Engineering Technical Committee with the Metropolitan Planning Organization. 18. Serves as the Floodplain Manager for the City of Lakeland and attends Chickasaw Basin Authority meetings on behalf of the City. 19. Performs other duties as assigned. III. Minimum Knowledge and Training Required Bachelor's degree in civil engineering from an ABET College plus ten (10) years of engineering experience that includes design, construction and management of civil engineering projects and five (5) years supervisory experience , or any combination of equivalent experience and education . Must possess Professional Engineer License in State of Tennessee. Knowledge of subdivision planning and municipal government engineering. Knowledge of theory, principles, standard methods, and practices of civil engineering and contract administration. Analytic and administrative skills. Knowledge of local, state, and federal laws and regulations. Effective communication (oral and written), interpersonal, conflict resolution, and public relations skills. Project coordination experience. Ability to make verbal presentations to a broad range of participants. Computer skills to include Word, Excel, Outlook, and GIS (preferred). A Valid Tennessee driver's license. Ability to hire, train, and supervise staff. IV. Environmental Conditions The following environmental conditions are representative of those an employee encounters while performing the essential functions of this job. The majority of the work is performed inside under normal office conditions and the remainder is spent outside under varying conditions, including time spent at construction sites performing inspections. Mobility to and from various work areas and external facilities is required. Talking and hearing are necessary in communicating with others. The work involves movements that include: sitting, walking on varying terrains, bending, kneeling, reaching, standing, pushing, pulling, and stooping. Moderate lifting is required. The noise level is normal for an office work environment and varies when working outside. Effective vision (near and far) is required. Frequent out of town travel is required to attend meetings and conferences and to perform site visits. Irregular hours are required to attend various meetings.
