Job Description
The ideal candidate for this position will be a strong leader with exceptional management, organizational, and problem-solving skills, coupled with excellent oral and written communication abilities. Under general supervision of the City Manager or designee, the purpose of the City Engineer is responsible for managing a variety of engineering tasks as it relates to the public works and utilities engineering, including but not limited to, project scoping, design and plan review, project budgeting and tracking, construction management, cost estimates, and obtaining easements and rightof-way. Additionally, the City Engineer will be required to conduct meetings with City departments, consultants, engineers, agencies and the public. Tasks are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. The City Engineer will manage assigned staff and work closely with the Director of Public Works and the Director of Development Services, and other department directors as appropriate, providing engineering services and guidance related to public infrastructure as well as short-term and long-term capital planning. Essential Job Functions & Other Important Duties Direct, advise, and coordinate with City staff, engineers, contractors, and residents regarding State, Federal, and local regulations for building and construction, floodplain management, storm and water permitting requirements, and enforcement actions; serves as the City Floodplain Administrator; coordinates the Engineering and other departments' review of engineering plans. Reviews commercial and residential engineering plans to verify compliance with City design standards; coordinates work with existing and proposed developments; ensures compliance with master plans; provides analytical and developmental recommendations relating to standard detail and specification revisions, policy development, project management, and program implementation. Attends City Council and Planning and Zoning meetings; meets with City management, elected officials, and general public regarding issues and questions related to City infrastructure; prepares and presents action items to City Council. Coordinates with other City departments in performance of duties; maintains department budget, manages the City's Capital Improvement Plan; meets with the Finance department for project budget management; coordinates with City Attorney, Fire and Police departments, and Community and Economic Development departments to ensure collaboration, communication and department-specific issues are addressed. Reviews exhibits and descriptions for easements and right of way acquisition; assists Legal department with street deeds and public/drainage utility easements; evaluates and responds to technical inquiries from inspectors, engineers, developers, and contractors; provides information, documents, and engineering assistance to the public, utility companies, and other agencies on public and private projects that affect the City. Prepares ordinances, resolutions, abandonments, and construction bids and documents; coordinates the activities of plan review and project management; negotiates and mediates differences with contractors and reviews change orders; negotiates and develops professional service contracts; verifies work completed and processes associated with design and construction payments. Coordinates with TxDOT, county, and other agencies to ensure any activities in the city that impact other agencies are properly coordinated; may represent the city on the various committees at the North Texas Council of Governments; addresses and resolves public inquiries. Oversees the development and maintenance of the City's GIS system, ensuring accurate and accessible spatial data, setting data standards, coordinating GIS efforts across departments and partners, and supporting staff in using GIS for planning and infrastructure needs. Performs other duties as assigned.
Qualifications:
Ideal Candidate must hold a bachelor s degree in engineering, engineering technology, mathematics, or another science discipline approved by the Texas Board of Professional Engineers. A minimum of seven years of related professional experience, including at least three years in management, is required, or an equivalent combination of education and experience. Experience working directly for cities is preferred. Applicants must possess a Professional Engineering License in the State of Texas or be able to obtain one within six months of employment. Other preferred licenses include a Certified Floodplain Manager through the Texas Floodplain Management Association (TFMA) and a Certified Professional in Erosion and Sediment Control (CPESC). A valid Class C driver s license is required at the time of hire. All candidates must successfully complete a comprehensive background check, pre-employment drug screening, criminal background check, and Motor Vehicle Record (MVR) review.Similar remote jobs
