The employee will have the responsibility of: Reviewing studies of utility and drainage systems; highway-heavy construction and repurposing; and various capital improvement projects and negotiates proposed agreements for such projects Communicating with EPA, FEMA, USACE, TWDB, TCEQ, TxDOT, and other regulatory agency staff to obtain and implement necessary permits and registrations for capital improvement projects Preparing, negotiating, processing, and administering contracts with engineering, architectural, and surveying, and other professional services companies Reviewing feasibility studies, preliminary engineering reports, different types of technical reports, regulatory compliance audits, and similar project activities Assisting in preparing an annual report as to condition of various City infrastructure and facilities and status and annual reports for various regulatory programs and permits Reviewing capital improvement project design and construction plans and specifications; cost estimates, schedule, bid packages; shop drawings, submittals, and material deliveries; requests for information; change orders, pay requests, and materials testing and inspection reports Inspection of Public Works related construction in the City, including water, sewer, drainage, and transportation infrastructure as well as City facilities Maintaining project related documents including spreadsheets for schedules and milestones, invoices and pay applications, reimbursement applications, change orders, status reporting tracker, etc. The work environment will require the employee to: Occasionally work near moving mechanical parts, in high and precarious places, fumes, airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration This is a safety sensitive position As an employee with the city of Killeen some benefits are: Health insurance from Blue Cross Blue Shield of TX Dental and Vision insurance Life insurance Retirement through TMRS (Optional 4579(b) Accounts) Paid Vacation and Sick Leave 13 paid holidays Wellness Events & Free Gym Membership Required Minimum Qualifications Education and Experience:
Bachelor's degree in construction management, civil engineering, environmental science or engineering, hydrologic science, engineering management, drafting and design, business management or related fields; and Two (2) years of experience in project management; or Engineer in Training with 6 months experience in project management; or Any equivalent combination of education and experience Special Requirements:
Must have a valid Texas driver's license within ninety (90) days of hire Must have a valid driver's license by date-of-hire Drive a vehicle off-road into and around construction sites. Must be physically capable of moving about on construction work sites and under adverse field conditions
