Job Description Marwood General Construction is a Service Disabled Veteran Owned heavy civil contractor working federal, municipal, and private civil projects across Kitsap and the surrounding counties. We self perform our work. Earthwork, utilities, structures, paving, site clearing, concrete flatwork, demolition, and hauling. We own our iron and we run our own dirt. Our market runs in three lanes. Federal work through NAVFAC and Naval Base Kitsap is a growing part of our pipeline. Municipal and public agency work is steady. Private commercial site development rounds it out. We are also OMWBE certified and a participant in the WSDOT Capacity Building Mentorship Program. This position is a dual hat seat with real ownership. You take a job from bid invitation through award, then carry that same job through buyout, execution, and closeout. You are accountable for the margin you wrote into it. That structure is deliberate. Estimators who never build their own work develop expensive blind spots. We want someone who has to live with their numbers, because that is what makes a number honest. A lot of our people are veterans, and it shows in how we run. We hire self starters who can move without direct supervision, make a sound call, own the outcome, and tell us straight what happened. We are small enough that this hire will visibly move the company, and established enough that the work is already there. You will not be a cog in an estimating department. You will build it. Duties Estimating Own bids end to end. ITB review, site visit, quantity takeoff, unit pricing, subcontractor and vendor solicitation, bid day close, and closeout feedback back into the cost library. Price earthwork, utilities, structures, and paving for federal, municipal, and private civil work in the $500K to $10M range. Build production rate based pricing from crew composition, equipment fleet cost, and realistic daily output. Not gut feel and not a marked up unit price book.
Model earthwork:
cut and fill balance, shrink and swell, mass haul, import and export pricing, and unsuitable material strategy. Build prevailing wage by trade and classification, including fringe, travel, and shift differentials. Make the self perform versus subcontract call with the operations team and defend the number to the owner. Identify and price risk explicitly. Differing site conditions, dewatering, utility conflicts, permit driven schedule constraints, restricted access, environmental windows. Track your own hit rate and margin, run post bid debriefs, and know why you won and why you lost. Work with Marwood's AI assisted takeoff and OS-Est estimating brain as a force multiplier. Project Management Own the job from award through warranty expiration. You are the single person accountable for whether a job makes money and whether the owner would hire Marwood again. Contract review, buyout, subcontracts, purchase orders, and submittals. Baseline schedule development and ongoing schedule management. Job cost setup, weekly cost to complete forecasting, and projected margin. Change orders identified and priced the day the extra work occurs, not at closeout. Progress billing, retainage, and collections. Washington public works compliance. Intents and affidavits, certified payroll coordination, and prevailing wage documentation. Owner, agency, engineer, and inspector relationships. RFIs and submittal logs. Production reviewed weekly against field data, with the estimate corrected by what the field actually did. Punch list, closeout, as builts, retainage release, and final acceptance. You direct the job through the Superintendent and supervise the Project Coordinator on assigned jobs. You report to the Operations Manager. Requirements Three or more years of hands on heavy civil estimating where you personally performed the takeoff and the pricing. Admin or takeoff support does not count. Estimating gained solely at a design firm, an owner's rep, or a vertical GC that subs out all sitework does not qualify. You have built a complete bid solo, start to finish, and can name the project, the bid value, and how the job performed against your number. Public works contract administration. Submittals, RFIs, change orders, schedule, and owner facing communication. Working experience in HeavyBid/HCSS or an equivalent such as B2W or Bid2Win. Ability to read civil plans and specifications unaided, including grading and drainage plans, utility profiles, geotechnical reports, TESC plans, and permit conditions. Advanced Excel. Nested logic, lookups, and pivot tables should be routine. Clean, professional written communication. You will write RFIs, change order narratives, and correspondence that agencies and owners read. Authorized to work in the United States without current or future sponsorship. Valid driver's license and an insurable driving record. Driving between job sites, pre bid walks, and agency offices across Kitsap, Pierce, King, and surrounding counties is an essential function of this position. Able to perform site walks on active construction sites and in undeveloped terrain, in Pacific Northwest weather, wearing required PPE. Strengthens an application Civil engineering or construction management degree. Primavera P6 or MS Project. Existing Kitsap County owner, subcontractor, supplier, or trucking relationships. Federal construction experience including NAVFAC or USACE, base access, and Buy American compliance. WSDOT or APWA standard specifications. Experience with Bid Express, WEBS, Builders Exchange of Washington, LCPtracker, or SAM.gov. Field background as an operator, foreman, or superintendent before moving into the office. Certifications such as
CPE, CCP, CPC, OSHA
30, HAZWOPER, or CESCL. We are a family. We look out for each other and we hold a high bar for each other. If you need a rule written for every action before you take it, this is not the company for you. If you want to be handed a plan set and trusted to take it to a sealed bid, then hand the keys to your own job and make the number come true, this is the seat. You will help build our estimating system rather than inherit someone else's, and the person who builds it gets to decide how it works. The work is already on the table. What we need is someone who wants to own it.
Pay:
$120,000.00 - $165,000.00 per year
