Agency Dept of Agriculture , Consumer Services Division Soil , Water Conservation Job Classification Title Engineer II (NS) Position Number 65041641 Grade NC18 About Us The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees. Description of Work The Division of Soil and Water Conservation is seeking a talented Design Engineer with experience in Civil, Environmental, or Agricultural Engineering to join our team. This role is essential for supporting disaster recovery programs for impacted counties throughout North Carolina. The engineer will be designing and implementing best management practices (BMPs) for a variety of cost share programs, but primarily through the Disaster Recovery Program, Streamflow Rehabilitation Assistance Program, and federal disaster response programs. Candidate will also assist with designs that comply with the Community Conservation Assistance Program, Agricultural Cost Share Program, and Agricultural Water Resources Assistance Program. The ideal candidate will have a strong understanding of hydrology and hydraulics including HEC modeling, water quality improvement techniques, and environmental conservation practices, particularly in natural systems restoration, stormwater infiltration practices, or agricultural BMPs. All design work will be required to adhere to program policies, NRCS Standards, and General Statute 89C, and will require a Professional Engineer's seal.
Key Responsibilities:
•Planning, Design, and Implementation:
Develop BMPs and disaster repairs focused on improving water quality and/or water quantity.Examples include:
o Stream restoration and streambank stabilization o Bioretention areas and stormwater wetlands o Stormwater infiltration practices such as grassed swales, rain gardens, and permeable pavements o Water supply ponds, livestock feeding areas, and agrichemical handling facilities o Agricultural road stabilization and livestock waste management •Site Evaluations:
Conduct comprehensive site assessments to identify the most effective BMPs for each project. •Design Development:
Utilize CAD software and hydraulic modeling to create detailed project designs and construction drawings, ensuring they align with relevant program policies and standards. •Construction Phase Services:
Observe construction activities to guarantee adherence to the approved designs and standards. •Project Check-Out:
Perform final inspections to ensure that projects are completed according to the designs and meet all required specifications and program policies. This position may require occasional after-hours work to address emergencies, such as flooding, drainage issues, or inspections of livestock waste management facilities. Normal work hours are Monday - Friday 8:00 am to 5:00 pm. While the duty station is in Buncombe County, the role involves occasional travel and work across the state.Knowledge Skills and Abilities/Management Preferences Recruitment Range:
$63,927 - $111,871 Experience and knowledge of the principles, practices, and concepts of civil, agricultural or environmental engineering Engineering design experience specific to water quality and quantity best management practices in agriculture or stormwater, animal waste management systems, natural systems restoration including stream restoration design, and/or civil site design. Experience using computer aided drafting (CAD) preferably Autodesk Civil 3D to prepare engineering designs and construction documents. Working knowledge of agronomy, soils, and/or various federal, state, and/or local laws and regulations as applied to floodplain management, wastewater, and agricultural or confined animal operations. Ability to effectively communicate both orally and in writing to facilitate discussion with various organizations, agencies, and the public, often with conflicting goals.
