CitySchenectady StateNY Zip Code12306 Job Specifics Duties DescriptionDuties of this position will include implementing and assisting with various activities at the regional level in the Division of Water, not limited to: conduct site inspections at permitted municipal and industrial wastewater facilities and evaluate for compliance with applicable program requirements; prepare documents for compliance and enforcement actions for sanitary, industrial, and stormwater State Pollutant Discharge Elimination System (SPDES) permits; review applications and develop permits for SPDES and water withdrawal permits; review and approve sanitary and stormwater engineering plans and reports; investigate complaints pertaining to permitted facilities and water quality impacts and conduct follow-up activities; review and score grant applications for the Water Quality Improvement Project (WQIP) and Engineering Planning Grant (EPG) programs; manage grant contracts. The position may require supervision of staff and delegation of work assignments. Preferred candidate will have effective written and oral communication skills to interact with the regulated community, consulting engineers, other involved agencies, and the public. The position requires that the successful candidate be able to work outside in various weather conditions and in varying terrain. Minimum QualificationsReassignment

• Currently in the title and an employee of DEC or Reinstatement Eligible
• Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible
• One year of permanent competitive service at Salary Grade 22 or higher and either: Eligible for transfer under Section 70.

1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required. or Eligible for transfer under Section 70.4. To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program. Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under

will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a

title, employees may take part in any promotion examination for which they are qualified.

• The starting salary for this position is $98,298.

This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location. The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location. Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Telecommuting may be available, will be discussed at interview.
