CMT Manager Job Description The CMT Manager leads construction materials testing operations and serves as the licensed Professional Engineer of record for special inspections and related projects. This role oversees technical quality, signs off on reports and engineering documents, and supports project engineering activities for a variety of construction and government installation projects. Responsibilities Lead and manage construction materials testing (CMT) activities for multiple projects, ensuring all work meets applicable codes, standards, and project specifications. Serve as the licensed Professional Engineer (PE) of record for special inspections, providing engineering oversight and final sign-off on reports and deliverables. Perform and oversee special inspections engineering of record (ISER) responsibilities, including review and approval of inspection plans, procedures, and results. Review, interpret, and validate construction materials testing data, including soil testing and other materials evaluations, to support sound engineering decisions. Prepare, review, and sign detailed technical reports, ensuring clarity, accuracy, and compliance with regulatory and client requirements. Support project engineering efforts by coordinating with field staff, technicians, and other engineers to ensure timely and high-quality project execution. Oversee and provide guidance on work performed on government installations, including NAVFAC-related projects, ensuring adherence to all applicable standards and procedures. Collaborate with project teams to resolve technical issues related to construction materials, testing results, and special inspections. Mentor and support junior engineers and technicians, fostering a culture of continuous learning and professional development. Ensure all engineering and testing activities comply with licensure requirements in applicable jurisdictions and uphold the highest standards of professional practice. Essential Skills 5-10 years of experience in construction materials testing (CMT) or closely related engineering roles. Active Professional Engineer (PE) license in construction materials testing or a closely related discipline in Virginia, Washington, D.C., or Maryland. Demonstrated experience serving as a Special Inspections Engineer of Record (ISER) or similar role, with responsibility for engineering sign-off. Strong expereince in construction materials and construction materials testing, including soil testing. Proven experience preparing, reviewing, and signing technical engineering reports. Experience with government installation work, including projects involving NAVFAC or similar agencies. Ability to provide professional sign-off on engineering documents and special inspection reports. Solid project engineering skills, including coordination of testing, inspections, and reporting. Excellent written and verbal communication skills for clear report writing and collaboration with project stakeholders. Additional Skills & Qualifications Professional Engineer licensure in West Virginia, Pennsylvania, or Delaware is a strong plus. Experience working on NAVFAC or other federal/government projects is highly desirable. Interest in mentoring and supporting the development of junior staff. Commitment to continuous education and professional development.
