Position Purpose:
The Project & Construction Lead is responsible for the safe, timely, and cost-effective execution of capital projects for the Refinery, Kiantone Pipeline, and other URC owned storage and distribution terminals. Reporting to the Manager of Construction, this role leads individual project teams composed of URC personnel and contractors. The position is accountable for delivering assigned projects through all phases of project execution, ranging from front-end planning and design through construction and commissioning while ensuring alignment with organizational safety, quality, scheduling, and financial goals. By applying standard project management practices and coordinating cross-functional collaboration, the Project Manager helps sustain continuous improvement, operational reliability, and long-term asset integrity.Duties/Responsibilities:
Lead the planning and execution of assigned capital projects in accordance with safety, quality, schedule, and cost expectations Develop project scopes, cost estimates, and execution strategies based on Process Design Packages (PDPs), Engineering Requests (ERs), or other internal mechanisms Prepare and submit Authorizations for Expenditure (AFEs) to support project funding approvals Execute procurement activities including RFQ development, vendor bid evaluation, and initiation of purchase requisitions Oversee design and drafting deliverables to ensure consistency with project documentation, construction requirements, and schedules Communicate with stakeholders including URC Management, Operations, Maintenance, and Safety to support project alignment and successful integration with plant operations Coordinate activities with URC Process Engineering personnel and external contractors Develop, maintain, and report on project schedules and milestone progress using Microsoft Project Monitor and control project costs; prepare and submit accurate monthly forecasts and financial reports Manage project close-out processes including document archiving, final cost reconciliation, and smooth hand-off to operations Support broader Project Engineering initiatives and assist with departmental improvement efforts as neededSupervisory Responsibilities:
Provide task-level direction to internal project contributors and contractors Assign responsibilities within project teams based on workload and technical requirements Foster a safety-focused and results-driven project team cultureRequired Skills/Abilities:
Strong leadership, team building, communication and organizational skills Ability to manage people and multiple complex projects simultaneously Strong mechanical aptitude and knowledge of construction environments, codes, and standards Proficiency ability to read and interpret technical drawings and resolve Engineering issues efficiently Effective decision-making and problem-solving skills; collaborative mindset Knowledge and understanding of Engineering and Construction best practices Programs/Equipment Used Microsoft 365 (Word, Excel, PowerPoint, OneDrive, SharePoint, Teams) Microsoft Project Adobe Acrobat PDF Editing and Markup Tools AutoCAD experience beneficialRequired Education and Experience:
High school diploma or equivalent 5-10 years of experience in project management within Engineering, construction, or fabrication Relevant trade or field experience may be considered in lieu of formal project management experience A valid state issued driver's licensePreferred Education and Experience:
B.S. in Engineering, Engineering Technology, Construction Management, or Project Management Experience in refinery or chemical processing environments strongly preferred PMP certification is beneficial but not requiredWork Environment:
Balanced between office and field settings; regular presence at active project sites and fabrication shops Occasional day trips to terminals or offsite vendors; limited overnight travel Position requires flexibility to work more than 40 hours per week, including occasional weekends during peak project periodsPhysical Requirements:
Moderate physical effort required Fieldwork may involve navigating active construction sites with uneven terrain, excavation zones, and various structures, piping, and equipment Accessing elevated areas via ladders or stairs may be necessary Use of appropriate Personal Protective Equipment (PPE) is mandatory during all field activities Must be able to lift up to 25 lbs.Attendance:
