JOB FAMILY SUMMARY PURPOSE
: Under the supervision of the Supervisor of Transmission Line Design, is responsible for the engineering, design, analysis, construction support, and project coordination of high-voltage transmission lines. The engineer will support the planning, development, maintenance, upgrade, and reliability of the Company's transmission system while ensuring compliance with Company standards, NESC requirements, applicable regulatory criteria, and industry best practices. The position is expected to coordinate closely with internal departments, external consultants, contractors, and agencies to successfully execute transmission line projects from conceptual design through energization.
EDUCATION
: Bachelor's Degree in Civil, Mechanical, Electrical, or Power Systems Engineering. College level course work in structural analysis, soil mechanics, power systems, and surveying using total station type equipment preferred. Professional Electrical or Civil Engineer Certification in the State of Texas and/or New Mexico preferred.
EXPERIENCE
: 3-5 years or more experience required.
MINIMUM KNOWLEDGE, SKILLS & ABILITIES
Knowledge of National Electrical Safety Code, applicable IEEE standards as it pertains to transmission line facilities, preparation of structure design, construction specification and applicable standards, and project estimating and scheduling. Ability to coordinate, organize and prioritize tasks, perform complex calculations and operate personal computer with engineering software applications. Effective verbal and written communication skills with the ability to prepare technical reports, project scopes, construction packages, meeting summaries, and engineering recommendations. Ability to maintain effective working relationships with internal departments, consultants, contractors, regulatory agencies, landowners, and the general public. Ability to maintain a strong sense of propriety concerning confidential matters. Demonstrates initiative, accountability, adaptability, and willingness to learn utility engineering practices and standards.
ESSENTIAL JOB FUNCTIONS
Performs engineering designs and analysis of high-voltage transmission lines while ensuring compliance with NESC standards, Company standards, and applicable structural and electrical loading criteria Assists in the preparation of transmission line project scopes, design packages, construction specifications, material lists, and cost estimates for capital, emergency, and customer-driven projects. Reviews engineering drawings, construction packages, easements, crossing requires, and third party impacts affecting transmission lines. Calculates all mechanical parameters of wood, steel and concrete transmission structures, such as deflections, buckling, and moments. Supports transmission line routing studies, structure spotting, conductor selection, clearance verification, and line rating evaluations. Supports transmission line outage coordination and construction sequencing activities required for project implementation. Prepares bid specifications and/or contracts for the procurement of materials and services, bid evaluation, and proposals from vendors and monitors services of vendors and contractors for compliance with specifications and contract terms. Performs field investigations, site visits, constructability reviews, and inspections associated with transmission line projects and existing transmission lines. Maintains and monitors actual versus estimated costs for materials and services of project. Responsible for the procurement and expedient delivery of materials needed for project. Reviews contractor and vendor invoices for accuracy and supports project closeout documentation. Provides supervisor with capital budget estimates for assigned projects. Valid driver's license and be in compliance with the Company's Driving Program policy. Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations. Perform other related tasks that are not included, but are within the context of the duties defined.
