NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that provide support to the Bureau of Land Management through the Experienced Services Program (ESP). This position supports the Bureau of Land Management Utah State Office. This is a hybrid position - enrollee will work approximately 50% from home and 50% from the Utah State Office in Salt Lake City, UT. Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. This position is currently funded for an estimate of 1,400 hours. The enrollment relationship between NEW Solutions and the Enrollee is an "at-will" relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

This opportunity applies to applicants legally eligible to work in the United States.
Duties:
Review oil and gas operator applications for establishing oil and gas Units, communitization agreements (CAs), or participating areas (PAs), along with reviewing geologic reports, area and depth information, Exhibits A&B, and other associated documentation. Reviews applications for permit to drill (APDs) for completeness and adequacy. Consults with company representatives regarding incomplete submissions and proposed use of technically unacceptable practices and techniques. Helps resolve complex problems directly with company representative and negotiates or recommends alternative procedures and practices. Recommends approval or rejection of applications and other submissions. Provides professional engineering reviews of Sundry Notices and other actions in AFMSS. May identify potential issues using standard engineering and economic principles including decline curve analysis, ultimate recoverable reserves and economic limit and coordinates with BLM management and staff to provide input for further analysis. Applies knowledge of the benefits, engineering principles and concepts of proper well spacing and provides input to management and staff when a unitization or communitization agreement is required. If a State Director Review for oil and gas operations is received, works with litigation coordinator on response. Assists with completing bond adequacy reviews. Coordinates with staff on any lease maintenance requirements. Complete review and preparation of unit agreements, communitization agreements, participating agreements, and coordination with field offices and operators on revisions required or other associated tasks. 80% Complete AFMSS tasks such as various Sundry notices and other related tasks as assigned. 5% Assist with preparation of State Director Reviews (SDR) 5% Provide assistance to Fluids Branch staff or District/Field Office staff on unique engineering questions related to energy development. 5% Bond Adequacy Reviews 5%
Qualifications:
Minimum of 20 year(s) of experience in Oil and Gas Engineering Work
OR BA/BS
Degree in Engineering with minimum additional experience of 20 year(s) in Oil and Gas Engineering Work Professional experience working as a Petroleum Engineer GS-0881-12, performing federal Petroleum Engineer (PE) work reviewing/preparing unit agreements, State Director Reviews, Sundries, and other common tasks associated with PE oil and gas work for BLM. Registered Professional Engineer in state of Utah preferred. Experience required with Windows, MS Word, MS Excel, MS Access, MS Teams, ArcGIS Auto CAD
