A Gas Engineer provides engineering at gas drilling sites and installs and maintains gas wells, pumps and pipelines. Manages gas transmission and pipeline engineering problems.
This position is under direct supervision of the Eastern Shoshone Business Council and Northern Arapaho Business Council and
WRITC. GENERAL STATEMENT
The Wind River Energy Commissioner shall serve a one-year term on the five-member Wind River Energy Commission. The commission shall be required to oversee and operate the facilities at the Circle Ridge Field, Steamboat Butte, Sheldon Dome and Rolff Lake and any other fields that are acquired and provide oversight and regulation of the Wind River Indian Reservations oil and gas operations. The commissioner shall make recommendations to the ESBC and NABC and the WRITC on potential future oil and gas projects, but the decision on any acquisition or project shall remain at the sole discretion of the Councils. The commissioner shall perform all work with the understanding that the oil and gas assets are jointly owned by the Northern Arapaho and Eastern Shoshone Tribes and shall act in the best interests of both Tribes and their citizens.
DUTIES AND RESPONSIBILITIES
: Requires knowledge of the oil and gas industry and the federal and tribal laws regulating the industry. Required to work in collaboration with the Department of Natural Resources and have the ability to work with the Bureau of Indian Affairs (BIA), the Bureau of Land Management (BLM), and the United States Environmental Protection Agency (EPA). Required to attend weekly WREC meetings, either in person or via zoom. Required to give bi-weekly reports to the ESBC and NABC and bi-weekly reports to WRITC. Required to give updates and reports to the citizens of the Eastern Shoshone and the Northern Arapaho at General Council meetings and other meetings/events designated by ESBC and NABC. Review EPA and BLM reports on environmental compliance of oil and gas production on The Reservation. Prepare and provide the WRITC and the ESBC and NABC with audited financial reports on a yearly basis to be prepared by an independent third-party auditor. Prepare and provide the WRITC and the ESBC and NABC with unaudited financial reports on a quarterly basis Report to the WRITC and the ESBC and NABC on all oil and gas production on The Reservation. Oversee the operations of the Circle Ridge Field, Steamboat Butte, Sheldon Dome and Rolff Lake and any other fields that acquired Maintain records and documentation related to all WREC work and oil and gas operations throughout the reservation and make these records available to the WRITC and ESBC and NABC upon request Make recommendations to the WRITC and the ESBC and NABC on potential oil and gas projects and acquisitions.
SKILLS & QUALIFICATIONS
Prior management and regulatory experience Prior experience in the oil and gas industry, with preference given to those that have both field and in-house experience within oil and gas companies Ability to read, draft, and interpret highly technical materials related to the production and development of oil and gas, mineral interest, production interest, surface ownership, and lease agreement. Ability to understand and comply with all federal and tribal laws governing the production of oil and gas within the boundaries of the Wind River Indian Reservation At least two (2) years of experience working with (a) a tribe, tribal entity, or organization dedicated to tribal interests or (b) a federal or state government agency with oversight or responsibility for tribal issues preferred. Must be able to pass a background check and not have been previously convicted of a felony or any crimes related to dishonestly, theft, embezzlement, felony or misdemeanor drug convictions or acts of moral turpitude. Possess a valid driver's license and insurable under the WRITC's insurance carrier. Applicants must not be enrolled members or descendants of either the Northern Arapaho or the Eastern Shoshone Tribes. Applicants may not possess any financial interest in oil and gas production. Applicants may not own a business that competes with the Tribes' oil and gas company.

EDUCATION
