ENGINEERING TECHNICIAN
The Town of Killingly is seeking a motivated and detail-oriented Engineering Technician to join the Engineering Department. Responsibilities include, but are not limited to: Performs engineering and survey design work; performs drafting work for mapping and public works construction projects; and provides technical assistance and performs lead work in the design, construction, and inspection of public works construction projects. Under the general supervision of the Town Engineer or Operations Coordinator, performs computer-aided drafting; updates geographic information system (GIS) data; conducts plan reviews for local permits; issues construction permits and assists the public; and provides technical assistance in the planning, design, construction and inspection of public works construction and improvement projects. ESSENTIAL FUNCTIONS OF WORK
Receives oral or written instructions from the Town Engineer or supervisor. Staffs the public counter and assists the general public with questions and concerns, including investigating complaints regarding construction or drainage problems. Assists contractors, architects, engineers, or others in applying for construction permits or completing bonding and insurance requirements. Assists in the preparation of design plans and specifications for public works projects. Assists with preparation of cost and material estimates for construction projects. Performs basic mathematical computations in planning, design and construction operations. Updates Town GIS data and maintains Town maps, plot records, and engineering plans and drawings. Assists with technical review of subdivision, commercial and industrial development plans to ensure compliance with Town standards and safety requirements from a civil engineering perspective. Enforces codes and ordinances. Assists with preparation of MS4 permit and of inventory for the annual line striping / paving program. Assists in the inspection of public works projects such as road reconstruction and sidewalk inspections. Acts as a rod-person or instrument person on engineering survey crew as needed. Assists in the collection and recording of original and retracement land survey information from surveyor's notes, prior field notes, and related information. Drafts maps, plot plans and makes corrections to maps. Provides technical assistance to Town Boards, Commissions, Departments and the public. Uses computers to perform mathematical computations of some complexity. Assists in title research. Organizes and plans work according to standard department procedures. Ability to prepare, interpret and utilize engineering plans, maps and specifications. Ability to operate personal computers with a working knowledge of computer-aided drafting and GIS software. Ability to establish effective communication with co-workers, contractors and the public. Ability to perform well under pressure, such as completing job projects. Ability to perform duties of a rod-person or instrument person on an engineering survey crew. Ability to inspect public works projects and to determine adherence to requirements. Ability to lift medium weights. Ability to occasionally work in poor weather conditions. Familiarity with municipal codes and ordinances. Ability to distinguish between public and confidential information and handle appropriately. Ability to hear normal sounds with background noise as in hearing for use of a telephone. Ability to work in a typical office setting subject to interruptions, heavy traffic flow and heavy work volume expectations, and at times perform outside work, which includes exposure to fluctuations in temperature and seasonal weather including wetness and humidity. May be exposed to dust, cold and heat. Mobility to inspect construction sites, which may include climbing, walking on/over wetland and/or rough terrain, and crawling. Minimum Qualifications Graduation from an accredited college or university with an Associate's Degree in Civil Engineering or related field and two (2) years' experience in Civil Engineering. Suitable experience may be substituted for educational attainment if deemed appropriate by the Town Manager or his designee. Possession of a Connecticut Motor Vehicle Operator's license. SPECIAL REQUIREMENTS
Certification in the State of Connecticut as an Engineer-in-Training and experience working in a municipal engineering department are desirable. Ability to use a personal computer in performing tasks with software such as AutoCAD, ESRI GIS
