Essential Duties and Responsibilities
RESPONSIBILITIES
This position is to assist in the delivery of the City's infrastructure development and replacement programs with emphasis in one or more of the following elements: Construction Inspection Perform construction inspection as directed to ensure construction is consistent with approved plans, specifications, standards, and contract requirements. Coordinate necessary material testing and sampling in accordance with the MnDOT Schedule of Materials Control and/or the project specifications. Measure and document all quantities utilized in the construction of public improvements for use in the development of monthly Contractor pay requests. Design and Plan Preparation Perform computations and calculations as directed to assist in designing moderately complex public infrastructure improvement projects such as streets, sanitary sewer and storm sewer conveyance systems, storm water ponds, water main, sidewalks and trails. Preparation of project plans and specifications, and the writing of special provisions. Actively involve and solicit input from affected City staff on projects. Assemble reports, maps, tests and other information on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to assist in forming feasible design solutions. Evaluate alternative construction materials and methods for adequacy, applicability and conformance with City and State standards. Prepare cost estimates and quantity take-offs for City infrastructure projects. Topographic and Construction Surveying Perform field surveys and data collection as needed to assist in the preparation of designs. Assist in identifying right-of-way and/or easement acquisition needs to facilitate project construction; provide assistance in obtaining temporary rights-of-entry to properties. Assist with field surveys and construction staking using electronic total station and GPS equipment. Perform construction survey staking for all elements of City utility and street construction as well as other building related projects. Perform as-built surveys on City owned infrastructure. Public Involvement, Permitting, and Communications Assists the utility and right of way technician with routine City right of way permit application reviews using City permit management software programs. Follows up with private utility companies and representatives working under approved City rights of way permits to guarantee proper restoration of public and private property. Coordinates and verifies right of way registrations, warranty bonds, and insurance certificates from private utility owners and contractors. Work with property owners affected by private utility construction and public construction projects to explain and answer questions. Assist in drafting and conveying public notices, letters, and critical information. Respond to questions; receive, investigate, and resolve complaints from the public relative to department operations, construction, or services; attend meetings as needed. Assist in identifying and addressing changes in project scope, quantities, and budget. Provide assistance to responsively address issues and implement corrective actions. Assist in obtaining required agency permits for City infrastructure projects. Records Maintenance Completes required construction project documentation including daily and weekly progress reports, construction diaries, and monthly payment vouchers. Performs measurements and develop ties to valves, service connections, and other elements of public improvement projects. Transfer as-built information from field notes to permanent original plans (digital and hard copy). Assist in maintaining department project files for assigned projects; files and archives all associated paperwork and digital records. Other General Administration Assist in monitoring activities of other agencies performing work in City public right of way. Provide technical assistance to Public Works Divisions and other City Departments. Keep others informed of assignments, problems, issues, errors, complaints or concerns. Remain current on all specifications, regulations, codes, construction practices, and generally accepted engineering standards, legislation and policies.
